- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested. Solicitation number RMK0E030089 is applicable and is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. This requirement is full and open with a NAICS Code of 332420 and the business size maximum is $12.0 million. ITEM DESCRIPTION: Line Item 0001: Work consists of providing all labor, equipment, materials, transportation, testing equipment and supervision necessary to furnish and install a complete and tested bulk storage liquefied petroleum gas (LPG) propane system. System will consist of a 12,000-gallon (water capacity) LPG storage tank and associated tank piping system. System and components shall comply with NFPA 54 & 58. The new LPG storage tank system shall be tied into the existing distribution. Entire storage system shall be surrounded with commercial type, six-foot high 9 gauge galvanized chain link fence. Install 6-inch diameter 4-ft height schedule 40 concrete filled bumper posts to protect, the west and filling station side of the system, from impact. The bumpers shall be at least 3-ft from the fence line. Post shall be painted with high visibility heavy duty, highway yellow color paint. Provide and weld all new black steel pipe to include loading station, liquid and vapor return piping, and manifold station. All piping shall be manifold to a new 12,000-gallon ASME bulk storage LPG tank. Tank shall be set on concrete foundation that meets NFPA 58 and tank manufactures specifications for this specific site location. Contractor shall provide and install emergency isolation valves and all tank service fittings (i.e. pressure gauges, volume gauges, etc) per NFPA 58 codes. Contractor shall test new installation for gas leaks. Government will provide propane gas for new tank within 15 working days of written request by contractor. Submittal Required. Contractor shall provide and install a new loading station which incorporates a remotely operated emergency shut down system for emergency closure of the tank internal valves via single panic mushroom button. Design shall incorporate emergency shutoff valves for both liquid and vapor return during propane delivery and transfer into the LPG tank. Contractor shall install two emergency remote shutdowns tied to a solenoid valve per NFPA 58.3-11.4. Submittal Required. Contractor shall properly purge air from the new 12,000-gallon LPG tanks and neutralize the tank moisture by introduction of pure synthetic anhydrous methanol. Minimum volume of methanol required in the tank shall be not less than 13 gallons. Use proper procedures for purging air. Submit procedure method for review and approval. Contractor shall provide and install new unistrut pipe supports with concrete footing where needed to provide proper piping support and as specified per required code. Submittal Required. Contractor shall install all new reinforced concrete slab and footings per manufactures specifications and applicable codes. Prior to installation, the contractor shall provide three copies of completed shop drawings for proposed tank structures. Contractor shall prime and paint all new pipes and tanks using approved paint system. Contractor shall label all lines, including liquid and vapor lines with contents and direction of flow. Labeling shall be permanent and durable for long ten-n line identification. Tank color shall be bright white with a long-lived glossy surface, piping shall be properly colored per regulation. Submittal Required. Contractor to provide a two-hour on site training to the staff of Huerfano Community School and Agency Facility Management on operations, maintenance and safety features of the new LPG tank and piping system. Contractor shall prepare and submit as-built drawings of piping schematic layout, showing all valves, safety devices, piping detail, and product used for complete operation of new tank and piping system. Three submittals required. Include in your quote a three (3) percent Navajo Nation Tribal Tax. Site visits may be arranged during normal duty hours by contacting: Bob Villrreal at (786) 871-6168. Any award resulting from this request for quotations will be made to a responsive, responsible quoter using a OF 347 form. Quotes will be evaluated on a best value basis. Evaluation factors include past performance and price, with past performance being more important than price. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable, in which the term offeror, whenever it appears, shall be replaced with the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes along with a DUNS Number. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. Required Central Contractor Registration and FAR clauses 52.219-6, Notice of Total Small Business Set-Aside and, Department of the Interior Acquisition Regulation (DIAR) 1452.226-70 Indian Preference, DIAR 1452.226-71 Indian Preference Program, DIAR 1452.204-70 Release of Claims are applicable.
