Description
The Marine Corps Systems Command on behalf of the Marine Corps Warfighting Laboratory intends to issue solicitation number M67854-03-R-9035 for research and development related to a Visual Intelligence Surveillance and Tactical Alert System (VISTAS), formerly Local Area Security System (LASS). VISTAS is both an economical and expendable sensor capability that will be employed at the small unit level within the Ground Combat Element. VISTAS will use a majority of the Dragon Runner MK II Mobile Ground Sensor technology, software and system commonality. Its primary purpose is to increase reconnaissance and surveillance capability of the employing unit, aiding in the observation of tactical objectives and danger areas beyond the unit's line of sight. It is anticipated that this will be a non-competitive procurement awarded to Carnegie Mellon University (CMU) Robotics Institute located at 5000 Forbes Avenue in Pittsburgh, Pennsylvania, 15213. A Firm Fixed Price contract is contemplated. Interested parties may submit a written statement of capability for satisfying this requirement to Sarah Harrison at harrisonsr@mcsc.usmc.mil within 15 days. Firms interested in subcontracting opportunities should contact CMU Robotics Institute. The research and development performance period is approximately fifteen months in duration with development of a prototype VISTAS sensor head no later than 31 December 2003. The contract will be performed at the National Robotics Engineering Consortium located at CMU Robotics Institute. No solicitation document exists for this effort. See Numbered Note 22.
