Description

This notice is a combines synopsis/solicitation for a commercial item prepared in accordance with the information FAR Subpart 12.6, a supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being required and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), as a request for Quotation No. RFQ-IMFY2004, BMC S/W Maintenance ? Quick Start, to be used in the Department of Treasury, Financial Management Service (FMS) mainframe. The purpose of this procurement is to acquire S/W Maintenance. FMS is upgrading from a 9672-R75 CPU at HROC to a single 2064-102 and from a 9672-RA6 CPU at KROC to a single 2064-101. Incumbent: BMC Software Distribution, Inc, 2101 Citywest Blvd., Houston, TX 77042. The pricing breakout is in two groups; group 1 is a lot price for all the items under that particular CLIN, i.e. CLIN 1001 ? Lt pricing for all 21 items below it and etc.; and group 2 is unit pricing for each individual item (all of which may not be awarded at the time of award). QUANTITY: Stated in the attached doc. Pricing for this item is based a Base Year, and four (4) option period for a total of five years. PERIOD OF PERFORMANCE: The period of performance is Base Year: 1 Oct 2003 to30 Sep 2004. The periods of performance options, if exercised, are as follows: Option Year One, 1 Oct 2004 to 30 Sep 2005, Option Year Two, 1 Oct 2005 to 30 Sep 2006, Option Year Three, 1 Oct 2006 to 2007, and Option Year Four, 1 Oct 2007 to 30 Sep 2008. This contract is renewable at the option of the Government, by the Contracting Officer only, when written notice is given sixty (60) days prior to the renewable date. The North American Industry Classification System (NAICS) is 421430. All qualified business sources may submit a quote, which shall be considered by the Agency. Solicitation provisions at FAR 52.212-1, Instructions to Offerors-Commercial Item (July 2003) are hereby incorporated by reference. The government will evaluate quotes in response to the synopsis/solicitation on the basis of conformance to the specification (100% conformance to specification, i.e. performance), delivery schedule, and price. All evaluation criteria are equal in importance. A fixed price award will be made based upon the best value to the Government. The following clauses apply to this solicitation and the resultant contract. Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Item ( Jun 2003), with the quote. Clause 52-212-4, Contract Terms and Conditions-Commercial (Feb 2002), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items ( Jun 2003), is hereby incorporated by reference: 52.203-6, 52.214-31, 52.219-14, 52.222-21, 52.222-25, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.323-19, and 52.323-34. Quotes for the attached packages are due by 12:00 PM EST on September 29, 2003 and shall be faxed to (202) 874-0524 or 4034, hand delivered quotes shall be sent to Financial Management Services, 3700 East West Highway, ATTN: Herbert Suber, Room 135, Hyattsville, MD 20782.
