- THIS REQUIREMENT IS FOR SMALL SET-ASIDE BUSINESSES. NASA/MSFC HAS A REQUIREMENT FOR A SPECIFIC SOFTWARE CALLED SPP'02. SPP'02 IS A COMPUTER PROGRAM FOR SOLID ROCKET MOTOR PERFORMANCE PREDICTION WHICH HAS BEEN GIVEN THE ACRONYM SPP, I.E., THE SOLID PERFORMANCE PROGRAM. SPP CONSISTS OF A SERIES OF COMPUTER PROGRAMS CALLED MODULES THAT HAVE BEEN COMBINED AS AN INTEGRATED SYSTEM IN ORDER TO PROVIDE A FLEXIBLE, MODULAR, FULLY AUTOMATED PERFORMANCE PREDICTION METHODOLOGY. THE PURPOSE OF THE SPP IS TO PREDICT STEADY-STATE AVERAGE DELIVERED PERFORMANCE, AS WELL AS MASS FLOW,PRESSURE, THRUST, AND IMPULSE AS FUNCTIONS OF TIME FOR A SOLID ROCKET MOTOR. THE IGNITION TRANSIENT MODULE (SHARP-1D) IS A "PLUG-IN" MODULE TO THE SPP COMPUTER CODE THAT PREDICTS PERFORMANCE OF THE IGNITION TRANSIENT PHASE OF THE SOLID ROCKET MOTOR. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to either use e-mail or fax to submit quotes to janet.appleton@msfc.nasa.gov, or (fax number) 256-544-6062. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing via email or fax (e-mail is preferred) no later than 10/10/2003. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
