Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ) under the number FA4452-03-Q-A434. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. In accordance with FAR Subpart 19.2, it is the policy of the Government to provide maximum practicable opportunities in its acquisitions for small business concerns. In accordance with FAR Subpart 19.5, this acquisition has been exclusively set aside for participation by small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 332999. Small business size standard is 500 employees. The AMC Contracting Flight plans to issue a purchase order under the test program described in FAR 13.5 for the contractor to provide four (4) each the following: Omnistar one-year subscription; Pelican hardcase for two (2) Geo XT and cables; Contour XLRic laser rangefinder (range module with inclination and bearing 1850 meter range); Panasonic Toughbook laptop computer; 16-foot rod with case for a Trimble GeoXT package. The contractor shall provide a 2-day training session with 3rd day for wrap up and questions for AMOG GPS Lightweight Kits. The training component for these kits is a customized training program of 2 to 3 days covering the use of the Trimble ProXRS and GeoXT Explorer GPS receivers, the use of the OmniStar satellite service for reliable positioning for resource grade mapping, and the use of TerraSync Professional software for processing collected data in GIS mapping formats and with imagery. The training should address the use of laser range finders for resource-grade mapping operations, the use of antennas in conjunction with positioning, and the use of Pathfinder Office for post-processing operations. This training should enable previously untrained AF personnel to use all equipment in the kit in forward operating locations that are not conducive for establishing GPS lock and further collection of resource mapping data. Delivery and training are to be coordinated with the Government and provided no later than 31 Dec 03 to the following locations: Two (2) each to McGuire AFB, NJ and Travis AFB, CA. Travel costs shall be quoted separately as a cost reimbursable line item, with a not-to-exceed price, and the government will reimburse the travel costs to the contractor in accordance with Joint Travel Regulations (JTR) and Federal Travel Regulations. Total cost of the equipment items, excluding travel costs, shall include shipping and handling. The provision at 52.212-1, Instruction to Offerors ? Commercial, applies to this acquisition. Award will be made to the lowest price technically acceptable offeror. Offerors are required to submit a completed copy of provision 52.212-3, Offeror Representations and Certification ? Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 2001) applies to this acquisition.
