- ELEVATOR MODERNIZATION. 1) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR SubPart 12-6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation F65501-03-T-0086 is issued as a Request For Quotation (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. 4) This solicitation is unrestricted competitive. The NAICS is 811310 (SIC 7699); Size Standard : $6,000,000.00.. 5) DESCRIPTION: The contractor shall provide all management, supervision, tools, material, equipment, labor necessary to ensure that the elevator modernization requirement is completed in accordance with all applicable federal, state, municipal, and OSHA laws and regulations. Contractor shall install an elevator modernization unit to include a controller, hoist motor, and hoist way operating switches and ropes. New fixtures and signals shall include floor buttons, door open/close buttons, keyed emergency stop switch/emergency alarm switch, fire service phase II key switch, raised Braille symbols, telephone cabinet and emergency car light. Door operating equipment shall be installed to include a door operator with direct current motor to open and close doors automatically, replace door clutch/linkage, and replace car door hangars, hoist interlocks and infrared door protection. Seismic switching shall be installed when activated; the elevator will travel to the nearest floor, park and open doors. The elevator must be inspected and reset by an elevator technician. A battery backup unit will be installed to monitor the seismic sensor when AC main power is lost. Counter derailment device shall be installed so when the car is in motion and activated, the elevator shall travel to the nearest floor, park and open doors. The elevator will remain disabled until an elevator technician has inspected and reset the system for normal use. Additional seismic features shall include installation of hoist ropes restraints, guarding of snag points for protection of governor ropes and traveling cables as required. Installation of car and counter weight fishplates as required and installation of additional car and counterweight rails as required. 6) For complete Statement Of Work and Bid Schedule, please contract Mr. Jerry Webb at 907-552-5337. 7) Work is to be performed on Elmendorf AFB, AK. 8) FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Wage Determination 1994-2017 REV (28) is hereby incorporated into this solicitation. 9) This solicitation incorporates FAR 52.212-2, Evaluation of Commercial Items. Award will be based on lowest price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussions. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items with Alternate I, with their offer.
