Description
R- The Naval Air Systems Command; Aircraft Support Contracts Department (AIR 2.5.1.3), Patuxent River, MD 20670-1127 announces its intention to procure on a competitive basis, services and materials necessary to provide systems engineering analysis, development, and integration of warfare systems in various Navy platforms over the full life cycle of a weapon system from concept development through disposal, and is applied to all Naval Aircraft and Support Systems. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal. Therefore, all interested parties are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. REQUIREMENTS The contractor shall be required to perform the following tasks: Systems Engineering, Systems/Subsystems Integration, Avionics/Software/Air Vehicle Technology Insertion, Survivability Engineering, Earned Value Management (EVM), Configuration Management, Reliability and Maintainability Engineering, Environmental Engineering, Program Performance Assessment Analysis/Planning, Technology Transfer, Independent Research/Independent Exploratory Development (IR/IED) Document Support. The contractor shall also provide engineering support for the following programs: Night Vision Devices/Systems, Software Development and Software Support Activity (SSA), Cockpit Conversions Technology/Integral Lighting and Exterior Lighting, Allocated Baseline Identification Database, Naval Aviation Planning, Reconnaissance and Surveillance System/Sensors, Weapon Engagement and Rehearsal Aids E&RA, and Tactical Aircraft (TACAIR) Systems Development Facility. The Contractor will be required to perform these tasks for the Systems Engineering Competency (4.1), NAWCAD and in support of tasking by NAVAIR Program Management Activities (PMA). LABOR QUALIFICATIONS The contractor is required to provide personnel having professional and technical experience, which will ensure accomplishment of the tasks specified in the statement of work. The specified experience included as part of the required qualification shall have been obtained in the fields of endeavor indicated. Additionally, unless stated otherwise, experience must have been obtained within the last seven years. The contractor should strive for technical excellence beyond these qualifications. All personnel performing work under this contract must be capable of obtaining a SECRET level security clearance upon notification that such clearance is required. A SECRET security clearance is required for all Key Personnel. A TOP SECURITY clearance is required for either the Technical Engineer Manager or Senior Principal Avionics Engineer. Personnel proposed for TOP SECRET clearance must have a current Background Investigation. The years experience required depends on the degree the proposed individual holds. The Contract type is anticipated to be a Cost-Plus- Fixed- Fee Term, with an estimated total level of effort of 1,650,000 man-hours, 330,000 man-hours per year over a period of five years. Key Personnel should comprise approximately 20% when compared to total proposed labor hours for this effort. These services shall be performed at the Naval Air Systems Command, Patuxent River, Maryland. The period of performance is comprised of one base year plus four option years with performance commencing approximately 01 March 2004. The following offers examples of labor categories. Key Labor Categories are as follows: Technical Engineer Manager, Senior Principal Avionics Engineer, Senior Principal Software Engineer, Senior Principal Computer Scientist, Senior Principal Systems Interface Engineer, Senior Principal Reconnaissance (RECCE) Engineer, Principal Avionics Engineer, Principal Software Engineer, Principal Computer Scientist, Principal Systems Interface Engineer, Principal Systems Engineer, Principal RECCE Engineer, Avionics Engineer, Systems Interface Engineer, Systems Engineer, RECCE Engineer, Senior Operations Specialist, Lighting Specialist. The following are non-key personnel labor categories: Software Engineer, Computer Scientist, Junior Engineer, Engineer Technologist, Instructional System Specialist, Operational Specialist, Lighting Analyst, Systems Analyst, Junior Systems Analyst, Project Analyst, Junior Project Analyst, Technician, Senior Computer Technician, Computer Aide, Librarian, Junior Librarian, Technical Writer/Editor, Junior Technical Writer/Editor, Clerical/ Administrative Assistant. This procurement action is a follow-on to the existing contract number, N000421-01-C-0046. The incumbent contractor is TITAN Systems Corporation, 815 East Gate Drive, Mount Laurel, New Jersey 08054. TOP SECRET level of safeguarding capabilities. The appropriate NAICS code is 541330, with a small business standard of $23,.0 million. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed above. This documentation must address, as a minimum, the following: (1) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the technical services described herein; (2) company profile to include number of employees, annual revenue history, office location (s), DUNS number, and a statement regarding current small business status; (3) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications and specific experience of such personnel; (4) management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; and (5) a statement regarding capability to obtain the required industrial security clearances for personnel.
