- GySgt KM Mohead, Contracting Officer. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 and Defense Acquisition Circular 91-13. This action is set-aside for small business and has a NAICS code of 811121. This solicitation contains (1) CLINs with the purpose of issuing a firm fixed-price requirement contract. The Government will order a maximum of three hundred (300). The resulting contract shall consist of a base year and four (4) year option periods. The Marine Corps Logistics Command, Albany, Georgia, has a requirement for the following item: CLIN 0001: Repair Water modules. Six Con water modules are undergoing a refurbishment. The existing foam coating and paint is required to be removed 100% and all exterior surfaces sandblasted to bare metal. A new foam coating and sealer is required to be applied to the tank and all other bare metal surfaces will be primed. All work will be performed using applicable technical manuals and drawings: (1) TM 09444A/08990-A-15&P/1 (2) TM 4750-15/2 (3) Drawing 845008A0000 Service provider will maintain the capability and capacity to sustain a production rate of six water modules per week (7 calendar days repair cycle time per set of 6 modules), 50 weeks a year. Service provider will be responsible for all transportation of water modules to and from their fa cility. Maintenance Center Albany will provide forklift assistance for loading and unloading at MCLC Albany only. Service provider will remove all foam and paint and sand blast all surfaces to a clean bare metal finish. Service provider will inspect all surfaces for cracks and/or damage. Maintenance Center Albany will be notified prior to work continuing if any cracks and/or damage is found. Service provider will apply a foam coating per drawing 845008A0000 using BASF Elastospray HPS-5100, 2.5 pounds cubic foot density. The foam will be applied to specified thickness and heights with special attention around access covers, manhole and drain path. All fittings and valves will be accessible, functional, and free of foam. Over spray is not authorized. Service provider will seal the foam coating using United Coating, Diathon DP high tensile acrylic elastomer. A minimum of 2 coats w ill be applied for a total dry thickness of 25 mil +/- 2 mil. Over spray is not authorized. Service provider will prime all bare metal on the structural frame with MIL-P-53022 Type 1 with aircraft thinner MIL-T81772B Type 1 epoxy primer. Service provider will be responsible for properly disposing of all removed materials ensuring compliance with all local, state and federal regulations and laws. Work will be performed at the service provider?s site. Service provider will be responsible for pick up of the water modules from the designated work area at building 2200 and delivery to building 2200, store room 8. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is considered to be the best value to the Government. The contractor shall extend to the Government the full coverage of any standard commer cial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Evaluation ? Commercial Items with their offer. The offeror shall also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
