Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number F1COMM32650600 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This solicitation is 100% set-aside for Small Business under North American Industry Classification System Code 333298, with a small business size standard of 1000 employees. Hurlburt Field intends to purchase the following: (Quantity 8) KD-100-120 KEY TAPE DISINTEGRATOR ?OR EQUAL?, (Quantity 8) KD-100-BAGPK PAPER RESIDUE BAG ?OR EQUAL?, (Quantity 8) KD-100-SKL SERVICE KIT ?OR EQUAL?, (Quantity 8) KD-100-EW EXTENDED WARRANTY 1 YR ?OR EQUAL?, (Quantity 8) KD-100-CASE TRANSPORT CASE ?OR EQUAL?. An equal item must be accompanied by literature detailing product specifications. Additionally, delivery time, and all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Place of delivery shall be 221 Lukasid Ave., Hurlburt Field Florida 32544. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order: FAR 52.212-1 Instructions to Offerors--Commercial Items (OCT 2000), applies to this acquisition and is amended to read; FAR clauses and provisions can be located via the Internet at http://farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. The technical capability and price are of equal importance. Each offeror shall include a completed copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications--Commercial Items (June 2003), with the quotation. Each offeror shall submit their signed and dated offer (signed by an official authorized to bind your organization in a contract) in one original copy to 16th Contracting Squadron, Attn: TSgt Russell Kneen, P.O. Box 9190, 350 Tully Street, Hurlburt Field FL 32544 at or before 1300 (1:00 PM Central Standard Time), 30 September 2003 and must indicate the reference number for identification purposes. The clause at 52.212-4 Contract Terms and Conditions--Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Nov 2001). Registration with the Central Contractor Registry (CCR) is mandatory. Incorporated by reference; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (June 2003), FAR 52.222-3 Convict Labor (Jun 2003), FAR 52.222-19 Child Labor?Cooperation with Authorities and Remedies (Sep 2002), FAR 52.232-33 Payment by Electric Funds Transfer-Central Contractor Registration (31 U.S.C. 3332)(May 1999), FAR 52.233-3 Protest After Award (Aug 1996), DFARS 252.246-7000 Material Inspection and Receiving Report (Mar 2003), and DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (Jun 2003).
