Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) . The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 15. The solicitation is issued as 100% set-aside for small business firms. The applicable North American Industry Classification System (NAICS) code is 33422, which specifies a small business as one that has 750 or fewer employees . Quotes are requested on the following items: (0001) NUMERIC PAGER, Daviscomms Bravo 501 Synthesized POCSAG, or approved equal--675 Each; and (0002) NUMERIC PAGER, Daviscomms Bravo 501 900MHz Synthesized Flex Numeric Pager?675 Each. Items are desired to be delivered FOB destination, Nellis AFB NV, 60 calendar days after receipt of order. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The clause at FAR 52.212-2, Evaluation of Commercial items, applies to this solicitation; award will be made to the responsive, responsible offeror whose offer represents the best value to the Government based on product specifications, warranty, price, and past performance. The government will evaluate or-equal specifications for award purpose by comparing it to the specified brand name items. The government may determine that an offer/quote is unacceptable if the or-equal specifications are not comparable with the specified brand name item. If offering other than the specified item, contractor shall comply with FAR 52.211-6, Brand Name or Equal, and provide descriptive literature on the item proposed. Quotes must be valid for 60 days. The offeror shall specify any proposed variances from the requested items or conditions or it will be assumed that all terms and conditions specified will be met. Award be made either on item 0001 or 0002 (not both) and will be based on the availability of funding. Offerors SHALL complete and provide a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition which incorporates, by reference, FAR clauses 52.222-3, Convict Labor (E.O. 11755); 52.233-3, Protest after Award (31 U.S.C. 3553); 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor?Cooperation with Authorities and Remedies (E.O. 13126); 52.225-13, Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); and 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration (31 U.S.C. 3332). Other clauses applicable to this solicitation are: Defense Federal Acquisition Regulation Supplement (DFARS) 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, which incorporates, by reference 252.225-7001, Buy American Act and Balance of Payments Program (41 U.S.C. 10a-10d, E.O. 10582); and 252.225-7036, Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payments Program (Alternate I); and 252.232-7003, Electronic Submission of Payment Requests (10 U.S.C. 2227). Information concerning clauses and provisions incorporated herein by reference can be obtained at http://farsite.hill.af.mil. Offerors must be registered in the Central Contractor Registration (CCR) database in order to receive award and all offers must be received in the Contracting Office by noon, Tuesday, 30 Sep 03, and may be submitted to the points of contact specified below. Quotes must be valid for 60 days.
