Description
The final solicitation specification is now available. The Engineering Field Activity Chesapeake is seeking Requests for Proposal for an OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient and cost effective method of providing Pre-Award, Post-Award, and Facilities Support Quality Assurance Evaluation (QAE) services for Navy Public Works Center, Washington, D.C. and its customers/or areas of responsibility at various locations throughout the Washington metropolitan area by means of a combination firm fixed-price and indefinite quantity contract. A winning Service provider would furnish all equipment, labor, management, materials, supervision, tools, and transportation necessary to provide the intended services in accordance with the requirements specified. This notice does not constitute a commitment by the Government. Principle working locations are Washington Navy Yard, Naval Station Anacostia, Naval Research Laboratory, National Naval Medical Center Bethesda, Nebraska Avenue Complex, Naval Observatory, Defense Information Systems Agency, National Maritime intelligence Center, naval Air Facility Andrews, various Navy Housing areas, and various Navy Reserve Centers. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. The A-76 process compares services performed by public and private sector commercial activities to determine the best value for services performed. Responses to this solicitation will be subject to the A-76 cost comparison process using the most current version of WinCompare. This procurement is UNRESTRICTED. In Accordance With FAR 5.102(a)(7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil. This is not a request for proposal and the complete specification is not available at this time. Notification of any amendments to the solicitation will only be made on the Website for any posted changes. It is the sole responsibility of the offeror to continually view the Website for any amendments made to this solicitation. Hard copies (paper sets) or CD-ROM of the solicitation will not be provided by the Government. All contractual and technical inquiries shall be submitted via electronic mail to: higginbothampk@efaches.navfac.navy.mil. Offerors should submit their proposals to attention of Peter Higginbotham as indicated in Sections L & M of the solicitation. The final solicitation is scheduled for release on or about 19 September 2003. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the final Request for Proposal. Any resultant contract will have a performance period, which includes a base year with four option years. Source selection procedures will be utilized in conducting this competitive negotiation, which consists of the submission of price and technical proposals. NOTE: A pre-proposal conference and site visit will be held and the date, time and location are provided in Section A of the solicitation. NOTE: The apparent successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR) database. Award will not be made until this requirement is met.
