Description
The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) has a requirement for support services for scientific data analysis and computer software development. The services would be conducted mainly at the Mauna Loa Observatory office in Hilo, Hawaii. The period of performance is 50 weeks from the date of the award. The contractor is required to be in the office at least three days of each week and work approximately 20 hours per week between the hours of 8:00 AM and 4:00 PM. Some of the work may require working at the observatory that is at an elevation of 11,141 feet above sea level. The contractor will be required to be able to work at these high altitude levels for sustained periods. Some of the work would include moving heavy objects up to 100 lbs. The contractor must have a background in mathematics or physical science. The contractor must be proficient at using IDL, both in the programming mode and in the interactive mode. They must also be proficient with Delphi programming language and acquainted with MS Excel software. Experience with satellite data processing is advantageous but not a requirement. These skills will be used to complete the following tasks: 1) Write Delphi software to interface with AMCS data acquisition electronics. Software will control electronics settings and read multiple data channels into control program. 2) Write Delphi software to interface laptop PC with BNC timer through serial port. 3) Write Delphi software to interface laptop PC with general data acquisition electronics through USB port. 4) Write IDL code to summarize lidar aerosol data. Write code to average aerosol profiles and print summary of observation. 5) Support NASA/AIRS satellite water vapor analysis and database. Add features to IDL software to create average water vapor profiles and compare to aerosol measurements. 6) Analyze water vapor data for cirrus cloud study. Find all cases of cirrus clouds in database and compare to simultaneous measurement of humidity. 7) Redesign CCD camera lidar (Clidar) software with menu-driven interface. Divide existing software into modules called from IDL supplied GUI (graphics user interface) menus. 8) Add aerosol backscatter calculation to Clidar software. Add calculation of extinction in laser beam and in scattered light. 9) Write IDL code to read radiosonde data from both the Clidar software and the water vapor analysis. 10) Further development of lidar information on MLO web site. Add graphics, published papers, instrument specifications. 11) Assist with launching frost-point hygrometer balloon flights. (This task will be ongoing throughout the total period of the contract.) This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K) as a combined notice/solicitation. No separate solicitation is available. The award decision will be based upon "best value" considering both price and technical merit, with technical merit being evaluated according to the standards of FAR 13.106. Technical merit will be evaluated based on information received addressing all of the above requirements and tasks.
