Description
*** This modifications is to cancel Synopsis number NHLBI-PS-2003-131.***** It is the intent of the National Heart, Lung, and Blood Institute (NHLBI), Laboratory of Developmental Biology (LDB) at the National Institutes of Health (NIH) to procure the services of a contractor to participate in a collaborative initiative project for Mutation Identification in Mouse Families with congenital heart defects. Congenital heart defect (CHD) is the most common developmental anomaly in humans and is the leading non-infectious cause of death in the first year of life. The Statement of Work for the requirement is as follows: Contractor Requirements: The contractor will sequence100 mouse genes in probands derived from 27 well phenotyped mouse lines that display cardiac developmental defects associated with homozygous mutations induced by ENU mutagenesis. The DNA sequencing will be carried out using standard Sanger dideoxysequencing method after the genomic DNA has been PCR amplified using appropriate oligonucleotide primers for each of the target genes. Government Responsibilities: The Laboratory of Developmental Biology of the NHLBI at the Nationals institutes of Health will provide genomic DNA from 27 well-phenotyped mouse lines exhibiting CHD for DNA sequencing analysis. The DNA samples will be prepared in a manner suitable for PCR amplification. Reporting Requirements and Deliverables: This effort will take approximately forty five (45) days after sequencing commences. An initial period of approximately one (1) month will be required for ordering and testing sequencing primers. After all sequence variations are indentified, we anticipate 2-3 months for data analysis, confirmation and evaluation of mutations in affected relatives. The sequence data and sequence trace files, as well as the oligonucleotide primer sequences used for PCR amplification, shall be provided to the Laboratory of Developmental Biology of the NHLBI. Inspection and Aceeptance Requirements: The contractor shall provide midpoint updates on the status of sequencing and shall provide complete sequence data and trace files at the end of the project. This requirement is under the North American Industry Classification System (NAICS) number 541380 and the Small Business Size Standard is $6.0 Million. There are no small business set-aside restrictions for this requirement. Proposals are due fifteen (15) calendar days from the publication date of this synopsis or September 19, 2003. Proposals must include The DUNS number, price, past performance on similar projects, and convincing documentation as specified on the statement of work. Proposals will be evaluated on conformance to the Government?s requirements and price. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, Rockledge Building 2, Suite 6149, 6701 Rockledge Drive, Bethesda, Maryland 20817-7902, Attention: Ms. Cecilia Morales, Purchasing Agent. Fax proposals will only be accepted if dated and signed by an authorized company representative.
