- 45 Day Announcement - Responses Are Due No Later Than 11/13/03 03CR63-No Solicitation Concerns having the ability to furnish the supplies and services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within forty-five (45) calendar days from the date of this synopsis. Salient characteristics: The Department of Interior (DOI), U.S. Geological Survey (USGS), Earth Resources Observation Systems (EROS) Data Center (EDC), has a requirement for specialized services for the maintenance and support of the National Landsat Archive Processing System (NLAPS), which processes Landsat 1-5 and Landsat 7 Multispectral Scanner (MSS), Thematic Mapper Plus (ETM+) data. NLAPS also has the capability to process Systeme pour I'Observation de la Terre (SPOT) 1-3 panchromatic and multi-spectral data. This maintenance and support is to cover NLAPS software bug fixes and enhancements. NLAPS processing of radiometrically, geometrically, precision, and terrain corrected products is performed upon specific user request. The hardware on which NLAPS executes is supplied by the USGS as Government-Furnished Equipment (GFE). NLAPS is installed at the EDC in Sioux Falls, South Dakota, USA. Software bug fixes and enhancements shall be reported and documented through an electronic problem tracking system. To provide both continued bug fixes and enhancements to the NLAPS, EDC requires support from the sole developer and maintenance provider of the NLAPS. Significant portions of the NLAPS software are proprietary, having been competitively procured by the USGS and subject to restricted software rights per Federal Acquisition Regulation (FAR) Clause 52.227-14 Alternate III. Because of the restricted software clause, competitive firms are not allowed to examine or alter software modules that will be modified to perform radiometric and geometric processing as is required to process Landsat and SPOT data. Based on the information available at this time and in accordance with FAR 6.302-1, the Government considers the specialized services as a sole-source from MacDonald Dettwiler, Richmond, BC, Canada and proposes to negotiate a contract with this firm on that basis. However, should additional sources be identified, they will be considered. Vendors who feel that they can furnish the specialized services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and other materials that correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. No solicitation document exists, therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
