Description
This synopsis is being amended to address specific quantities to be procured under this effort. The effort will include procurement of up to 65 complete kits consisting of Ultra Low Maintenance (ULM) Battery; provisions for external auxiliary fuel tanks; relocation of Downed Aircraft Location System (DALS) antenna; incorporation of an Interactive Electronic Technical manual (IETM) data port; installation of a modified Bifilar; incorporation of Night Vision Device (NVD) compatible main rotor head light and anti-collision lights. The Government also intends to procure interim spares. The original synopsis reads as follows: The Naval Air Systems Command intends to award an order under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC), P.O. Box 9729 Stratford, CT 06615-9129 on an other than full and open competitive basis in order to procure Engineering Change Proposal (ECP) and the associated Non-Recurring Engineering (NRE) and Integrated Logistics Support (ILS) to retrofit modifications to correct Developmental and Operational Testing deficiencies in fleet MH-60S aircraft. The estimated period of performance for this effort is 48 months. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAC is the sole developer of the H-60 helicopter and therefore the only source possessing the proprietary data, expertise, equipment and personnel to design, develop and incorporate modifications to the MH-60S helicopter.
