- The Department of Homeland Security, Bureau of Customs and Border Protection, U.S. Border Patrol Air and Marine Operations Center, El Paso, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation EFO-3-R-0050 is being issued as a Request for Proposals for commercial items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm's DUNS number and a completed copy of Standard Form 1449. The North American Industry Classification System code is 421860. The small business size standard is 500 employees. A single award will be made. This is a brand name procurement and equals are not acceptable. The following quantities represent the Government's best estimate of the required quantities to be purchased. BASE YEAR: CLIN 0001 Rolls-Royce C47M engine P/N 23065460 with the following accessories: ECU P/N 23072949, HMU P/N 23072731, and CIT P/N 23056915: EST 3 each $___________ each; CLIN 0002 Shipping container P/N 6897266: EST 3 each $__________ each; 1ST Option Period: CLIN 1001 Rolls-Royce C47M engine P/N 23065460 with the following accessories: ECU P/N 23072949, HMU P/N 23072731, and CIT P/N 23056915: EST 2 ea $______________ each; CLIN 1002 Shipping container P/N 6897266: EST 2 each $__________ each; 2ND Option Period: CLIN 2001 Rolls-Royce C47M engine P/N 23065460 with the following accessories: ECU P/N 23072949, HMU P/N 23072731, and CIT P/N 23056915: EST 2 each $_____________ each; CLIN 2002 Shipping container P/N 6897266: EST 2 each $__________ each EST. Warranty 1,000 flight hours or 2 years which ever occurs first. Delivery shall be within 8 months after award of the contract or delivery order(s). Only new engines are acceptable and engine and accessories must be to the latest update. Delivery is to be FOB destination to DHS/BCBP U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the technically acceptable, lowest priced bid from a responsible Offeror as defined in FAR Part 9, and who also has a satisfactory record of past performance as defined in FAR Subpart 42.15.
