- SUBJECT: PERFORMANCE DECISION OF 6 STREAMLINED COMPETITION STUDIES UNDER OMB CIRCULAR A-76, DEPARTMENT OF AGRICULTURE, US FOREST SERVICE - REGION 1, 2, 3 & 4 Pursuant to OMB Circular A-76, on September 30, 2003 public notification was made to announce the streamlined competition studies of the Trails Maintenance Function US Forest Service, Regions 1, 2, 3, and 4. On September 25, 2003, the streamlined competition forms (SLCF) were certified, indicating the studies completion. Also on this date, the Regional Foresters of Region 1, 2, 3, and 4 reviewed the SLCFs. Under this formal notification, the Contracting Officer announces the performance decision that the functions and operations of Trail Maintenance should remain in-house (performance by incumbent Government personnel totaling 260 FTEs for the six studies). Based on this decision, the Contracting Officer will execute a letter of obligation with the program manager of the performing commercial activity. In accordance with the revised OMB Circular A-76, dated and effective May 29, 2003, no party may contest any aspect of this streamlined competition.
