- SUBJECT: PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF AGRICULTURE, US FOREST SERVICE, ROCKY MOUNTAIN RESEARCH STATION Pursuant to OMB Circular A-76, on September 30, 2003 public notification was made to announce the streamlined competition study for the Buildings, Grounds and Fleet Maintenance Function for the US Forest Service, Rocky Mountain Research Station, 240 West Prospect Road, Fort Collins, CO 80526. On September 25, 2003 the streamlined competition form (SLCF) was certified, indicating the study's completion. Also on this date, the Station Director reviewed the SLCF. Under this formal notification, the Contracting Officer announces the performance decision that the functions and operations of Building, Grounds and Fleet Maintenance should remain IN-HOUSE (Performance by incumbent Government personnel totaling 7.5 FTEs). Based on this decision, the Contracting Officer will execute a letter of obligation with the program manager of the performing commercial activity. In accordance with the revised OMB Circular A-76, dated and effective May 29, 2003, no party may contest any aspect of this streamlined competition.
