- The purpose of this announcement is to notify offerors that a performance decision was made on September 11, 2003 regarding a streamlined competition conducted in accordance with the revised OMB Circular A-76, dated May 29, 2003. The public announcement date or start date for this streamlined competition was posted on June 27, 2003. Activity: Peer Review Function for Grants and Cooperative Agreements. Location: The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Program Services, Division of Extramural Program Management, 5600 Fisher Lane, Rockville, MD The government has determined that the most cost effective method for providing the services listed above is by outsourcing the function to the private sector. The final determination was made on September 11, 2003. A contract was awarded to Johnson, Bassin and Shaw (JBS). The period of performance is five years.
