The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. This position provides planning, operational and logistical support and contract oversight for the bilateral counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The end game of the bilateral CN aviation program in Colombia is the curtailment of the supply of illegal drugs from Colombia into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations. PURPOSE: The purpose of this personal services contract position is to provide an Aviation Logistics and Facilities Officer for the bilateral CN aviation program in Colombia. The incumbent serves as the overall aviation facilities and logistics advisor to assist the in-country aviation advisor by providing aviation facilities and logistics expertise for program implementation, direction and execution in support of host nation counter-narcotics (CN) efforts. The incumbent advises/oversees and is required to assist in the development, coordination, and implementation of aircraft logistical support and facility support systems, procedures and plans in support of counter-narcotics operations. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting Office of Aviation assets. SUPERVISORY CONTROLS: The incumbent reports to and is supervised by the Senior Aviation Advisor in Colombia; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the Senior Aviation Advisor for his direction/guidance. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Direct and coordinate logistical support within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction, and providing facilities and facility maintenance in support of NAU programs. Provide oversight to the Aviation Unit staff and contractor employees for logistics and facilities services. This oversight would include, but not be limited to, reviewing and recommending approval of waivers to published directives and monitoring contractor personnel proficiency. Plan and assign work based on priorities, difficulty of assignments and capabilities of employees. Give advice and instruction to employees on both work and administrative matters. Set or negotiate deadlines and completion dates, and review and accept or reject final work. Identify developmental and training needs, find ways to improve the quality of work and develop overall performance standards for Colombian National Police (CNP) Colombian Army (COLAR) and contractor personnel. Develop, coordiante, organize, and implement comprehensive logistical support and facilities maintenance systems and procedures for the NAU program in Colombia. These systems and procedures include, but are not limited to, the Department of State (DOS) maintenance, logistics and material support plans, NAS Colombia NAU procedures/plans; Office of Aviation standard operating Procedures Department of State, other federal agencies, and host nation agencies for the purpose of providing logistical and facility support to the aerial eradication and interdiction program. Collect, review, and disseminate data on aircraft logistics and facilities management policies/procedures in support of the counter-narcotics mission of the Office of Aviation. 3. MINIMUM REQUIREMENTS In depth knowledge and experience as an Aviation Logistics Officer in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. Basic knowledge of Aviation Logistics Support Programs, to include logistics plans, procedures and related documents. Basic knowledge of U.S. Federal Acquisition Regulations as they relate to acquisition of facility support in Colombia. Basic knowledge of computer based logistical support programs. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft logistics and facilities management procedures. Knowledge of and skill in operation of desk-top computer based word processing systems. 4. PREFERRED REQUIREMENTS Successful completion of a military or civil aviation logistics/facilities management training program (i.e., AMORTC Phase I, Logistics Manager Basic/Advanced Course, etc.). Knowledge of the U.S. Federal Acquisition Regulations. Experience as a U.S. Civil or Military staff officer at Battalion/Brigade - Group/Wing level. Knowledge of U.S. Government contract administration procedures. Knowledge of the Spanish language. 5. COMPLEXITY Assignments include analysis of all facets of aviation logistics management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication; aerial interdiction; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Incumbent must apply specialized and professional knowledge to oversee logistics and facilities support of aviation support contractor and host nation logistics personnel operating under the DoS program in Colombia and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural logistical and facilities support programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Senior Aviation Advisor and the Director of Logistics, Office of Aviation regarding ongoing projects, provides guidance to contractor logistics managers, and host nation personnel, and oversees implementation of the logistical and facilities support program. 6. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance. 7. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent. 8. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor logistical and facility activities, to include reviewing contractor logistical procedures, and monitoring contractor and host nation facility support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide logistical and facility direction and guidance to the contractor for the purpose of supporting the CN effort in Colombia. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist Senior Aviation Advisor). Offeror?s ability to: a. Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops and provide logistical and facility support to the program. b. Provide instruction/guidance regarding logistical and facilities support for the COLAR CN program. Factor 3. (Develop, Coordinate, Organize and Implement Logistical support). Offeror?s ability to: a. Develop comprehensive aircraft logistical support and facility systems and procedures. b. Coordinate/Organize aircraft logistical support and facility systems and procedures. c. Implement Logistics and Material Support Plans, Facility Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). II. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. III.
