The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Under the Bureau for International Narcotics and Law Enforcement Affairs international narcotics control program, the United States has a bilateral narcotics control agreements with the Government of Colombia. The PSC position is to serve as the Aviation Standardization Advisor for the Narcotics Affairs Section (NAS) to oversee, coordinate improvements and implement the flight standardization program. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and tactically deploying CNP aviation assets. I. STATEMENT OF WORK TO BE PERFORMED a. Develops, coordinates, organizes and oversees a comprehensive flight standardization program based on Aircrew Training Manuals, standardized aviation operations directives and standardized guidance for aviation training. b. Implements a standardized Aviation Safety Plan based on the INL Air Wing Safety directives to include standardized accident/incident procedures. c. Reviews and recommends necessary changes to formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Aviation Standardization Program. Recommends additional training programs as required to enhance maximum benefit of aviation training funds. d. Oversees development of Aircrew Training Manuals (ATMs) and ensures standards are known and met by all aircrew members. e. Collects, reviews, and disseminates operational data on aviation tactics, techniques, and procedures to support the counternarcotics mission of the CNP Air Service. Maintains constant liaison between the CNP and the U.S. Department of State, NAS, Department of Defense and other U.S. and host nation Government agencies to maintain information flow between agencies and avoid duplication of effort. f. Establishes and monitors implementation of an active no-notice pilot evaluation program to ensure pilot proficiency in all required tasks. g. Develops and implements a flying hour management program to insure the most effective use of Air Service assets and monitor use of USG-supported aviation assets. h. Monitor long-range and short-range training plans to ensure all requirements are met. i. Identifies best training sources to meet CNP requirements. Maintains contact with U.S. military and civilian training providers. j. Supervises all contract instructor pilots. k. Prepares periodic performance reports for NAS Aviation Program Manager. l. Performs limited Contracting Officer?s Representative duties for key equipment acquisitions, training contracts, construction projects, etc. II. Minimum Requirements: a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is desired. e. FAA Helicopter pilot rated or military equivalency. FAA commercial/instrument pilot rating or military equivalency. Highly experienced in the operation of aircraft as a pilot. f. In-depth knowledge of aviation aircrew training and standardization programs to include operating directives training and standardization publications, aircrew training manuals, and related documents. g. In-depth knowledge of tactical employment of rotary wing aircraft in counternarcotics operations including capabilities, limitations and techniques of employment of available aircraft. h. Ability to demonstrate aeronautical knowledge and skill via oral/written performance evaluations/examinations. i. Must be physically qualified to live in Colombia and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity at both the main and field locations and Embassy offices. j. Familiarity with U.S. and Latin America counternarcotics operations desired. k. Experience in aviation operations and aviation safety, to include accident investigation highly desirable. l. Fixed wing aviation qualification and experience desirable. III. Position Elements a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. Work Environment: The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1H, BH-212 or UH-60 helicopters at various airfields in Colombia; however, the incumbent may be required to perform flight duties at field sites under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent at these sites. IV. Evaluation Criteria a. Offeror?s ability to plan and analyze operational data on aviation tactics, techniques and procedures to support the counternarcotics missions. Offeror?s experience and knowledge of tactical employment of rotary wing aircraft in counternarcotics operations. b. Offeror?s experience in establishing and monitoring flight standardization programs, performance evaluations and training objectives. c. Offeror?s aeronautical qualifications and flight experience, and ability to provide tactical employment advice and instruction to helicopter pilots. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
