- NA Presolicitation notice: Classification Code R: Professional, administrative, and management support services Army Medical Command (MEDCOM) Center for Health Care Contracting (CHCC) has a requirement for a nonpersonal services commercial contract to provide Patient Appointment Services (PAS) for DoD TRICARE beneficiaries in the contiguous United States, Alaska, an d Hawaii in support of Military Treatment Facilities (MTFs). This requirement augments the capability of the MTF staff to book health care appointments in the direct care system at MTFs for Military Health System (MHS) eligible beneficiaries and will sign ificantly enhance appointing procedures and improve service to customers. This service includes verifying registration information in the appointment system, correcting and, when required, registering beneficiaries prior to making the appointment, making a nd canceling of patient appointments, and providing performance and management reports on the appointing process for MHS eligible beneficiaries. A major feature of the military health care benefit for eligible MHS beneficiaries is access to MTF health car e providers via a scheduled appointment. The Contractor shall provide appointing services via face-to-face contact in MTF clinics or over the phone from clinic, MTF, base/post, commercial locations, or local or regional appointment center locations depend ing on the needs of the MTF Commander as specified in each task order. The contractor shall provide services and supplies as required by individual task order, which could consist of: management; facilities; qualified personnel; services; travel; telepho ny; and supplies required to perform PAS procedures in accordance with the Performance Work Statement (PWS). Sample task orders are included in the solicitation for evaluation purposes, with the government reserving the right to award task orders after th e basic contracts are awarded. Solicitation is scheduled to be issued approximately 14 Oct 03, as DADA10-03-R-0039 with a closing date of 14 Nov 03. This presolicitation notice is in response to RFI DADA10-03-RFI-PAS. All interested offerors may submit p roposals in response to this solicitation. Awards will be five-year MATO, IDIQ, Firm Fixed priced commercial contracts. The contract base period will be from 30 Jan 04 through 30 Sep 04 with four 1-year option periods and a final option period of 4 months ending 31 January 2009. The North American Industrial Code System (NAICS) code is 561110. The Small Business Size Standard is $6 M. This requirement will be solicited as full and open competition. Site visits are scheduled for the following locations: McChord AFB, WA - 21 Oct 03 from 8 am to 11 am PDT; Naval Hospital Great Lakes, IL unknown; Wright Patterson AFB, OH - 24 Oct 03 from 8 to 11 am EDT; Tidewater Area (Portsmouth, VA) - 27 Oct 03 f rom 8 to 11 am EST; Ft Lee, VA - 30 Oct 03 from 9:30 to 11:30 am EST; Fort Bragg and Pope AFB, NC - 5 Nov 03 from 9 am to 3 pm EST. Interested offerors must notify your intent to attend any of the site visits or preproposal conference a minimum of 5 cal endar days 4 pm (CDT or CST) before the scheduled event. Each offeror shall be limited to two representatives per site visit or preproposal conference.
