- NA This is a notice of the intent of the Center for Health Care Contracting (CHCC), Fort Sam Houston, TX to issue a sole source firm-fixed price purchase order to OVID Technologies, Inc., 100 River Ridge Drive, Norwood, MA 02062. The CHCC intends to solicit and negotiate only with OVID Technologies, Inc., under the authority of 10 USC 2304 (c)(1). Date of award is 30 September 2003. This purchase order is for the renewal of a subscription (OVID PsycINFO) for 27 concurrent user licenses for the term of 30 September 2003 through 29 September 2004 and OVID Technologies Integrated Online Database Retrieval Services with Full Text Jou rnal Content for the term of 30 September 2003 through 29 September 2004. PsycINFO provides: multiple database searches simultaneously with hyperlinks to full-text articles and or abstracts within the service (OVID) where user is not linked to external p ublishing site; removes duplicate citations; option for basic or advanced searching interfaces; ability to combine search statements and restrict by age, gender and language; and availability 24 hours per day, 7 days per week. OVID Technologies Integrated Online Database Retrival Services provides: seamless access to 178 full-text journals from the bibliographic databases through the use of active hyperlinks for 10 simultaneous users; 140 Lippincott Williams and Wilkins Titles with 3 simultaneous users; a nd be available to 35 U.S. Army Medical Command treatment facilities. Internet/web access subscription to biomedical bibliographic databases and full text content of publications with as many titles as possible is critical. These databases will be used by practicing health care providers in the field to keep abreast of the medical/technological changes, new treatments for disease, and areas of interest in particular medical specialties. The information available plays a role in the quality of patient care in that it helps health care practitioners stay current and give s them access to information not otherwise available to them. Due to the way in which the journals and other periodicals will be used, full-text access is a minimum requirement to ensure quick reliable access. The service must provide availability throughout the AMEDD with a consistent level of access to information resources regardless of whether a provider is assigned to a MEDCEN, MEDDAC, Army Health Clinic, or is deployed. Providing a core set of knowle dge-based information resources across the AMEDD supports and furthers the MEDCOM Library Program Office??????s development of the AMEDD Virtual Library??????a collection of digitized and electronic information resources available at the desktop, responsiv e to the present and future needs of the AMEDD. This is sole source procurement under the authority of FAR 6.302-1. Standard Industry Classification/National American Industry Classification System is 514191 and the size standard is $21 million. This notice is neither a request for quotes nor a s olicitation of offers. A determination by the government not to compete the proposed procurement based upon responses of this notice is solely within the discretion of the Government.
