- Description
- Location: Bitter Lake National Wildlife Refuge, 8 miles northeast of Roswell, New Mexico, along Pine Lodge Road. Scope of Services: AE Design Services for development of Plans, Specifications, and Cost Estimates, for a new Visitor Center and office building of approximately 6200 square feet. Design shall include the building, interpretive exhibits, site development, parking, utilities, alternative energy sources including solar electric power, green building practices including LEED calculations, and other design required for a complete, functioning facility. The building shall be of Southwest architectural style. Construction Cost Range: Between $1 Million and $5 Million Type of Contract: Firm-Fixed Price Estimated Starting and Completion dates for design: November 2003 to July 2004 Evaluation Factors: 1) Professional qualifications necessary for satisfactory performance of required services. 2) Specialized experience and technical competence in the type of work required including design of similar buildings and interpretive exhibits. 3) Capacity to accomplish the work in the required time. 4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms will initially be considered from the congregate area of the state of New Mexico and the area within 200 mile radius of Bitter Lake NWR. Submission Requirements: AE firms which meet the requirements described in this announcement are invited to submit: 1) A Standard Form 254, Architect-Engineer and Related Services Questionaire, and 2) A Standard Form 255, Architect-Engineer and Related Services Questionaire for Specific Project, for themselves and all subcontractors, including interpretive exhibits subcontractors. All submissions are to be made to the procurement office shown by the close of business (4:30pm Mountain Time) on October 30, 2003. Firms having a current Standard Form 254 on file with the procurement office shown are not required to register this form. Firms responding to this announcement before the closing date will be considered for selection. Evaluation and Discussions: Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen for discussions. Selection of firms for discussions shall be through an order of preference based on demostrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, as stated in the Evaluation Factors. Solicitation packages are not provided for AE contracts. This is not a Request for Proposals.
