- This notice of intent to negotiate a sole source purchase order is not a request for quotes and there is no solicitation available. The Northeast Region of the National Park Service contemplates issuing a sole source purchase order to TEC of New York City, NY, to provide 10 months of training and team building for the leadership of the National Parks of the New York Harbor. It will include preliminary off-site meeting to define the scope, method, and goals of this process with the vendor building group consensus on issues to be addressed. The vendor will conduct one-on-one interviews with each participant to collect information about the NPNYH's issues. The vendor will conduct monthly, eight-hour group sessions to address issues facing the group as well as monthly individual sessions lasting one hour each. In the group sessions, the vendor will address the following: develop conflict resolution skills among the participants; create a speaker series to adress conflict resolution, team building, and effective communication; and facilitate and model ways to create effective strategies for NPNYH to create success in their parks and region, building in concrete strategic actions and accountability. The vendor will provide a web-based forum for communicating with leaders of other organizations. The web site will provide over thirty comprehensive 'best practices" papers on a variety of topics facing organizational decision-makers. The vendor will meet quarterly with the Northeast Regional Director to discuss the progress of the program. The meeting may include other participants. The vendor must be flexible to assess and adjust the approach as needed throughout the process. The vendor must have a track record in dealing with corporate executives and resolving problems associated with major company business practices in large metropolitan areas. This proposed purchase order for services for which the Northeast Region of the National Park Service intents to solicit and negotiate with only one source under authority of FAR 6.302. Interests persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty-five calendar days after date of publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
