- Description
- The Southwest Division, Naval Facilities Engineering Command intends to award a contract, on a sole source basis, in accordance with Simplified Acquisition Procedures the aggregate amount of which will not exceed $100,000.00 to West Publishing Group, Eagan, MN. The purpose of this acquisition is to obtain a comprehensive computerized assisted legal research service for Southwest Division Naval Facilities Engineering Command in San Diego, California and West Engineering Field Activity in San Bruno, California. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Successful completion of this contract is dependent upon compatibility with other in-office legal research tools that are now in place. It is the Government?s position that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency?s requirement. Therefore, no other offers will be accepted. The contract duration is approximately 365 days.
