- This is a modification to the synopsis entitled Aerospace Testing and Facilities Operations and Maintenance, RFP2-38115 (RRG), which was posted on May 29, 2002. You are notified that the following changes are made: Draft RFP Revisions are to posted September 30, 2003. Please read carefully all documents, especially the "Errata" and ?Highlights? pages. A presolicitation conference and tour is scheduled for October 28, 2003, from 9:00 am to 3:00 pm. Please see Provision L.8 of the Draft RFP Revisions (to be posted September 30, 2003, for more information. The due date for comments (NO PROPOSALS ARE TO BE SUBMITTED AT THIS TIME.) is extended to October 20, 2003. OFFERORS ARE REQUESTED TO SUBMIT SUGGESTIONS FOR SMALL BUSINESS GOALS. The small business goals that will be incorporated into the contract are yet to be determined, but will include the following categories: Small Business Concerns; Small Disadvantaged Business (SDB) Concerns; Woman-Owned Small Business (WOSB) Concerns; HUBZone Small Business Concerns; Veteran-Owned Small Business Concerns; Historically Black Colleges and Universities (HBCU) (includes other minority Institutions); Veteran-Owned Business Concerns; Service Disabled Veteran-Owned Business Concerns. Documents related to this procurement are available over the Internet and are in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is recommended that interested parties sign up for email notification at the NASA/ARC Business Opportunities home page. The Internet site, or URL, is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=CL&pin=21 Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). ADDITIONAL NOTES: Responses to those questions that have been received will be posted by October 3, 2003. The Government is contemplating the award of a performance-based, completion form contract that is a hybrid Cost-Plus-Incentive-Fee(CPIF)/Cost-Plus-Award-Fee(CPAF) contract with a two-year base period, one one-year option period, and one two-year option period. All contract effort will be accomplished by means of Task Orders. The NAICS Code and Size Standard are 561210 and $6M, respectively. The Size Standard remains at $6M as this acquisition is not for Base Maintenance. The DPAS rating for this procurement is DO-C9. After all comments are received, the RFP may be revised and the FINAL RFP should be formally released to industry in December 2003 with proposals due approximately 4 weeks later. Past Performance data will be requested to be submitted two weeks prior to the anticipated proposal due date. These dates are preliminary and specific dates will be included with the posted documents. The Government anticipates that contract performance, after a Phase-In period, will begin April 1, 2004. All responsible sources may submit, in writing, their company name, address, point of contact, phone, email address, and size of business for the Interested Parties list published on the NASA/ARC Business Opportunities homepage. NO PROPOSALS ARE TO BE SUBMITTED AT THIS TIME.
