Description
This is a Request For Information (RFI). In accordance with Federal Acquisition Regulation part 10.002(iii), the U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to provide Long Range Identification and Tracking capabilities. The Maritime Transportation Security Act of 2002 added a Long-range vessel tracking system section that states ?The Secretary may develop and implement a long-range automated vessel tracking system for all vessels in United States waters that are equipped with the Global Maritime Distress and Safety System.? The Coast Guard is seeking technologies/systems to identify and track vessels of interest approaching the United States from the high seas for the purpose of risk evaluation via targeting. These technologies/systems should be able to track vessels entering, departing or transiting U.S. waters. Specifically, the system should be able to track vessels bound for the U.S. from their location at the point of 96 hour Advanced Notice of Arrival (33CFR 160.T208) until arrival. The Long Range Vessel Identification and Tracking System should fulfill the following, minimum operational requirements: 1) Provide a means for receiving ship data (flag, vessel type, name, MMSI, call sign, position and time of position solution, cargo and destination) on SOLAS vessels 300 Gross Tons and above; 2) Provide a means for receiving ship data on Fishing Vessels 65 feet in length or greater; 3) Provide geo-location accuracy of 100 Meters or less; 4) Provide data in a digital format that can be integrated into existing GIS capabilities; 5) Provide a means to conduct ad hoc queries (polling) of specific vessels; 6) Provide data updates at intervals from four (4) hours to five (5) minutes as determined by the Command Authority; 7) Provide security to prevent unauthorized disclosure or use of vessel information; 8) Provide safeguards that counter spoofing signals from vessels; 9) Provide safeguards to prevent tampering of equipment to prevent polling or otherwise intentionally disabling a vessel; 10) Maintain a 99.5% monthly availability rate. Information Sought: Interested companies are encouraged to respond to this announcement and provide a summary of their experience and capabilities and their ability to meet the requirements above. Responders are also requested to address the capability of their proposed system/systems to accomplish the Medium Frequency ? Digital Selective Calling (MF-DSC) tracking and/or communications requirements in both 2182 kHz and 2187.5 kHz frequencies; however, inability of a proposed system to accomplish this task should NOT inhibit responses to the primary objectives of (1) through (10) above. Responses should include: (a) The name and address of the contractor (b) Point of contact including name, title, phone and email addresses; and (c) A description of their proposed system and its capabilities, including those currently offered by the contractor that meet, or with minor modifications might meet, the above listed requirements. Respondents may also provide company information such as the size of the contractor, whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business, and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for any subsequent requirement.
