- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will NOT be issued. This combined synopsis/solicitation will result in a firm fixed price purchase order. Simplified procurement procedures will be used per Federal Acquisition Regulation (FAR) Part 13. This combined synopsis/solicitation, APWSAVFC-0001-4, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-16. This combined synopsis/solicitation contains one contract line item number (CLIN), CLIN 0001, for one Husky A1-B - Factory New or Ferry Time Only. The requirements/specifications of the Husky A1-B - Factory New or Ferry Time Only are: 1. VFR Instruments only 2. Empty weight 1330 pounds or less 3. 8:50x6 main wheel tires 4. Transponder 5. Garmin 250 XL GPS/Comm radio or equivalent 6. Left side lift up window - 22 inch maximum measured from front to rear of opening 7. Rear seat Inertia Reel shoulder harness 8. Intercom system, push to talk and/or voice activated switching 9. Rear seat heater. The Husky A1-B - Factory New or Ferry Time Only shall be delivered no later than 12/1/03 to Cedar City, UT. The following FAR provisions and clauses are incorporated by reference and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors - Commercial Items. 52.212-2 Evaluation-Commercial Items. 52.212-4 Contract Terms and Conditions - Commercial Items. 52.232-35 Designation of Office for Government Receipt of Electronic Funds Transfer, fill-in information for paragraph (c) is Name: USDA National Finance Center, Phone Number: 800-421-0323. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. In accordance with FAR 52.212-3(a), Evaluation - Commercial Items, The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Warranty 2) How well the aircraft meets the nine requirements/specifications stated above 3) Past Performance. Offerors are to provide a narrative that addresses the warranty and how well the aircraft meets the nine requirements/specifications. Provide enough information so that an evaluator can rate your responses. Offerors are to provide a list of three most current references for a like item. The offerer shall provide the name, address, telephone number and e-mail address of the point of contact for each reference provided. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation. Quotes are due October 21, 2003 by 4 p.m. Mountain Time.
