Description

The Indian Health Service (IHS), Rockville, Md. intends to negotiate and award a Sole Source Simplified Acquisition to EastPlus USA, Inc. of Potomac, Md. The period of performance shall be approximately eleven (11) months. The contractor shall provide technical assistance to IHS in assuring the Facilities Information Management Systems database will meet Federal Accounting Standard 6 Requirements, redue reportable conditions, eliminate redundancy of data, develop useful and accurate reports that will substantiate compliance with Standard 6. Compile and analyze data on Indian tribal owned facilities, including the specilized methodology of Office of Environmental Health & Engineering fund distribution under Title 1 contracts and Title V compacts. Familiarity with the salient aspects of Tribal Facilities, including as related to P.L. 93-638, funding and operations is essential for the performance of this work. Thw work involves knowledge of the IHS Facilities Management Program, especially the government relationship with Indian tribes under P.L. 94638. The authority for this Sole Source Simplified Acquisition is FAR Part 6.302-1. EastPlus USA, Inc. has special unique abilities and experience, with the working knowledge and familiarity with Indian tribes and their unique facilities issues. Also in-depth knowledge of the Facilities Engineering business rules, and very specialized rules and procedures associated with Indian self-goverance and database content. They can begin work immediately. This is not a request for competitive proposals and no solicitation is available. A determination not to compete this proposed action based on any possible responses to this notice is soley within the discretion of the government.
