Description
The Goverment intends to award a sole source contract to a federally mandated, state chartered, non-profit organization located within 50 miles of Picatinny Arsenal to provide specialized services. This contractor shall provide engineering and manufacturing services to TACOM-ARDEC. These services involve a wide array of Army related projects and products that include, but are not limited to, projectiles, mortar ammunition, weapon system components, test equipment, and other military items. The contractor shall provide expert knowledge of (1) developing a rapid reserve network of manufacturers, (2) rapid manufacture of prototype and development parts (3) manufacturing engineering, (4) producibility engineering, (5) manufacturing technology, (6) quality assurance and (7) inspection processes. The contractor shall possess and control a database of the capabilities of approximately 12,500 small and medium sized manufacturers located throughtout New Jersey. This database will be utilized to rapidly locate and contract with qualified vendors within New Jersey to perform these specialized tasks for TACOM-ARDEC. In addition, the contractor shall have access to other federally mandated, state chartered non-profit organizations throughout the US to rapidly locate and contract with small and medium sized manufacturers throughout the US when the capability is not available in New Jersey. The contractor must have established engineering resources and a manufacturing base in order to quickly respond to multiple but separate tasks, each with its own cost, performance and schedule requirements. The contractor must provide a quick response capability for rapid turn-around of efforts. The contractor must provide technical support to TACOM-ARDEC for project planning in areas of cost analysis, concept formulation, and documentation. SEE NUMBERED NOTE 22.
