- Description
- The Bureau of Land Management (BLM) has a requirement for the gather and removal of wild horses and burros from the public lands within the Great Basin Region (Arizona, California, Colorado, Idaho, Montana, New Mexico, Oregon, Utah and Wyoming, with the bulk of gathers occurring in Nevada). The BLM anticipates making a single award in which delivery orders will be placed as the need for a gather becomes necessary. The awardee will receive 33% of the total number of animals gathered, as the incumbent contractor under NAC010007 will receive 66%. The contract will be firm fixed price, Indefinite Quantity, Indefinite Delivery (IDIQ). The period of performance will be from date of award through September 30, 2004, with one option period, from October 1, 2004 through September 30, 2005. Gathers may be performed by drive trapping, bait trapping, or helicopter drive trapping. Therefore, the contractor shall supply all its own labor, equipment and materials (i.e. water trucks, helicopters, livestock transport trucks, panels, et al) necessary to perform gathers in all of the methodologies cited above. Gathers are expected to occur throughout the calendar year, except during foaling season. The contractor must be knowledgeable in the handling of large animals, specifically wild horses and burros. The contractor shall be reimbursed on a per head basis for the gather portion, a per feed day basis for the holding and feeding of animals and on a per head basis for animal transport. This requirement is 100% set aside for small businesses. The solicitation will be issued on or about October 15, 2003. The North American Industry Classification System (NAICS) Code for this procurement is 924120 and the business size standard is $6.0 Million. The solicitation will be made available on the Internet at http://ideasec.nbc.gov and http://www2.eps.gov/. No hard copies of the solicitation will be made available. Offerors must be registered at http://www.ccr.gov. Note: The following Mandatory Qualification Criteria must be demonstrated for an offeror's proposal to be considered: -Proof of ownership of helicopter suitable for similar projects as well as a current certificate of air worthiness. -Proof of a minimum of 1,500 hours of flying experience for the proposed primary and secondary helicopter pilots in similar projects.
