Description
NAICS Code: 334519 The U.S. EPA intends to negotiate on a sole source basis with Nippon Instrument Corporation, Tokyo, Japan, for the purchase of a Dry Mercury Continuous Emissions Monitor capable of meeting the following specifications: Capable of performing simultaneous total and elemental Hg (speciated Hg) measurements from simulated and actual coal combustion processes on a true real-time basis (no preconcentration); analysis shall be by CVAAS detection method; possessing two independent CVAAS detector systems (one for elemental Hg, one for Total Hg) with each capable of operating simultaneously; CVAAS systems shall be housed in a separate, single, freestanding enclosure; capable of quantifying Hg emissions in multiple measurement auto ranges (e.g., 0-50ug/m3, 0-100ug/m3, 0-1000ug/m3) with 0.1ug/m3 resolution; Capable of accurately quantify Hg emissions levels less than or equal to 0.5ug/m3; capable of auto zeroing capabilities (user defined); capable of converting oxidized forms of Hg to detectable elemental Hg using a dry, catalytic device without using wet chemistry (i.e., impinger solutions or reagents); capable of converting oxidized forms of Hg with a simple to replace catalyst; capable of locating the conversion/speciation unit near the measurement source in order to minimize the distance oxidized Hg must be transported; conversion of oxidized forms of Hg must be accomplished directly at the measurement source without transport to a remotely located conversion system; housed in a fully water-proof enclosure; complete with heated filter/probe with cal gas injection port positioned upstream of the filter/catalyst; Equipped with automated moisture removal device, including condensate discharging system; total system sample flow requirements must be less than or equal to 1.2 slpm; equipped with ancillary pumps, tubing, fittings, etc for operation at least 50ft from a sampling port; possessing a touch panel LCD system for system operation including associated pumps, valves, zeroing intervals, etc.; and configured for the ability to perform periodic, quality assurance/quality control checks that assess zero/span instrument drift and system bias, including a provided Hg vapor generator/calibration source(s). Authority for this action is in accordance with FAR Part 6.302-1. The U.S. EPA National Risk Management Laboratory Research Laboratory, Air Pollution Prevention and Control Division (APPCD) believes that Nippon Instrument Corporation is the only known supplier who can meet all of these requirements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
