Description
This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number 3K45-NW-004, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-15. The Government intends to procure the following as a sole source procurement under the authority of 41 U.S.C. 253 (1) when there is a reasonable basis to conclude that the Agency?s minimum needs can only be satisfied by one responsible source and not other supplies will satisfy the Agency requirement. Contractor shall supply Liquid Feed Supplement to the Beltsville Agricultural Research Center in Beltsville, Maryland 20705 in bulk shipment of 20 to 22 tons each between October 1, 2003 through September 30, 2004. Molasses based vitamin and trace mineral supplement for Dairy Cattle to meet the following specifications: *****Guaranteed Analysis:***** Crude Protein Min. 2.0% Crude Fat Min. 0.1% Crude Fiber Max. 0.1% Acid Detergent Fiber (ADF) Max. 0.1% Calcium (Ca) Min. 0.25% Max. 0.75% Magnesium (Mg) Min. 0.2% Potassium (K) Min. 2.0% Cobalt (Co) Min. 8.0 ppm Copper (Cu) Min. 138 ppm Iron (Fe) Min. 75 ppm Manganese Min. 345 ppm Zinc (Zn) Min. 690 ppm Iodine (I) Min. 13.75 ppm Selenium (Se) Min. 8.27 ppm Vitamin A Min. 38,000 IU/lb Vitamin D3 Min 6,250 IU/lb Vitamin E Min. 125 IU/lb TSI (Total Sugars as Invert) Min. 35% Dry Matter Min. 60% Moisture Max. 40% *****INGREDIENTS***** Cane Molasses, Condensed Grain Fermentation Solubles, Phosphoric Acid, Sulfuric Acid, Zinc Methionine Complex, DL Methionine, Cobalt Sulfate, Copper Sulfate, Manganese Sulfate, Zinc Sulfate, Ethylenediamine Dihydriodide, Sodium Selenite, Vitamin A Supplement, Vitamin D3 Supplement, Vitamin E Supplement, Condensed Whey Solubles. Orders to be placed 5 days prior to needed delivery. Deliveries to be made Monday thru Friday between the hours of 8 A.M. and 2:30 P.M. to the Feed Center, Building 182. Deliveries are to be made in bulk with live bottom or dump truck. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52-212-3 Offeror Representations and Certifications-commercial Items; 52-212-4 Contract Terms and Conditions-Commercial Items; 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In Paragraph (B) of 52.212-5, the following apply 42.203-6, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52-222-37, 52.225-3, 52.225-13, 52.232-34 and 52.222-70. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION) (USDA). (a) the offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (I.e., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An Offeror who checks has not may not be awarded a contract until the required report is filed. CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER). Electronic funds Transfer compliance with 31 CFR 208. To facilitate EFT for contract payment, FAR Clauses 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Payment (VXP), which will result in a number being assigned to the contractor for payment under EFT. NFC can be reached at phone number 1-800-421-0323 or at www.nfc.usda.gov. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Faxed quotations are acceptable to Nancy L. Woodhouse at (301) 504-8696 by close of business on or before October 20, 2003. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer to the solicitation will be most advantageous to the Government. The anticipated award date is October 22, 2003. All responsible sources may submit a quotation, which shall be considered by the Agency.
