Description
The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate on a Sole Source Basis with Alltel Communication to provide continuous monthly service for 150 cellular telephones and digital paging state and nationwide coverage in the North and South Carolina, Maryland, Tennessee, Virginia, Georgia, Florida, Alabama, Mississippi and District of Columbia with no roaming or long distance area. Service plan must include ?aggregate? or 36,000 pooled minutes mobile to mobile for the entire North and South Carolina, Maryland, Tennessee, Virginia, Georgia, Florida, Alabama, Mississippi and District of Columbia so that minutes can be transferred from low-need users to high-need users, must offer pager-like features as an alternative to current pagers, equipment replacement/repair option, vibrate or silent alert feature, must offer a coverage of area, both North and South Carolina, maximum coverage, nationwide plans to address agents need, call waiting, call forwarding, no answer transfer, three way calling, caller ID, detailed billing, and basic voice mail. Each user will receive 250 mobile to mobile minutes which are not pooled. Minutes are good only in North Carolina and South Carolina. Also 7 cellular telephones with service that is 600 minutes with unlimited off-peak minutes. The 600 minutes covers the entire United States with no roaming or long distance charge. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instruction to Offerors ? Commercial, (b) FAR 52.212-4, Contract Terms and Condition-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. This procurement will be made using the simplified acquisition procedures under FAR Subpart 13.5. Award will be made to the offeror meeting all the specifications listed above on an all or none basis. Awardee must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT) NO SOLICITATION IS AVAILABLE AND NO TELEPHONE REQUESTS OR INQUIRES WILL BE ACCEPTED.
