Description
This is a combined synopsis/solicitation for commercial requirements prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; technical proposals are being requested and a written solicitation will NOT be issued. The Department of Veterans Affairs (VA), Southern AZ VA Health Care System (SAVAHCS) Radiology Section, 3601 S. 6th Avenue Tucson, Arizona is seeking proposals from qualified U.S. firms to provide turn-key operations/solutions for Radiology Interpretations during after-hours (nighthawk and weekend) coverage to service emergency and urgent demands. The interpretations are mainly for preliminary reports. The Contractor shall provide the necessary equipment for the required teleradiology services and shall provide a network of highly experienced, Board Certified (with preference for Fellowship-trained) radiologists with a wide spectrum of sub-specialties experience with advanced HIPAA compliant technology. The Contractor_s supplied equipment shall compliment the existing SAVAHCS modalities: CR readers: FujiFilm FCR 5000 x 2; CT Scanner: Picker PQ 6000 and Siemens Somatom Sensation 4; MRI Scanner: Edge Eclipse; Ultrasound: Philips (ATL) HDI 5000 x 2; and Nuc. Med: Picker Axis. Contractor can either propose to fax interpretations or post via encrypted Internet site. SAVAHCS estimates a total of 600 to 800 cases per year for interpretations mainly on CT_s and Ultrasounds, while others may include MR_s, Nuclear Med, and occasional plain films. The period of performance for the teleradiology services shall start from date of award through 12 months and include one renewable option year. The Contractor_s technical proposal shall explain the vendor's understanding of the technical requirements and its approach to satisfy those provisions. The Contractor shall provide documentation that explains how it will meet the stated requirements and provide a quality assurance plan that depicts continued excellent service. The applicable NAICS for this requirement is 621512. The Government will award a Firm-fixed price Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering the technical capabilities, past performance and price. The Contractor shall provide a complete copy of the Offeror Representations and Certifications_Commercial Items (FAR 52.212-3 JUNE 2003) with its offer. Many of the provisions and clauses cited in this solicitation are incorporated by reference, FAR 52.252-2 (FEB 1998), to the appropriate section of the FAR and VAAR. A review of these provision and clauses will be necessary for you to understand all aspects of the solicitation.
