Description
Statement of Objectives Ogden Air Logistics Center Maintenance Directorate 2 Oct 03 1. Vision The purpose of this requirement is to obtain tool procurement, control, and accountability services in support of the Ogden Air Logistics Center?s (ALC) mission to provide depot repair, modification and maintenance for the F-16 Fighting Falcon aircraft, A-10 Thunderbolt aircraft, C-130 Hercules aircraft, and the ICBM Peacekeeper and Minuteman missile. The center also overhauls and repairs Landing Gear/Wheels and Brakes for Air Force aircraft; Rocket Motors; Air Munitions and Guided Bombs; Photonics Equipment; Training Devices; Electronics; Avionics; Instruments; Hydraulics; Power Systems; Software; and other Aerospace related components. This endeavor will provide the ALC an avenue to buy and use tools and prevent foreign object damage to aircraft, engines, missiles, training and support equipment, and to reduce operating costs through effective tool control and accountability. This service will initially be provided and sustained in targeted maintenance areas, then potentially expanded throughout the Maintenance Directorate. 2. Scope The purpose of this service contract is to provide cradle to grave tool control and accountability support. This may include such activities as, but not limited to, serialized tool and kit tracking, Bill of Materials development, kit configuration, employee management, basic inventory control, reporting for lost and broken tools, tool movement log, re-sharpening and inspection, laser etching and part marking, cutting tool design and manufacturing, engineering application, etc?as well as additional services related to tool procurement and control services. The Statement of Objectives reflects current government objectives and business practices, allowing contractors to propose and price a solution to known requirements. It is anticipated that specific tool procurement, control, and accountability services and outlined objectives will evolve over the life cycle of this order. This will result in the government modifying this order to incorporate in-scope changes. 3. Objectives 3.1 The contractor shall eliminate the proliferation of duplicate, excess, or obsolete tools by evaluating, monitoring, and tracking stockage and usage levels. 3.2 The contractor shall procure tools at competitive prices with a focus to reduce total ownership costs and increase mechanic productivity. 3.3 The contractor shall trace any tool to its source through the use of serialized tracking. 3.4 The contractor shall mark and clearly etch all newly issued tools. 3.5 The contractor shall employ a simple inventory method, a ?show? (e.g. a shadow of the tool) and ?know? (knowledge of tool or kit location) concept. 3.6 The contractor shall integrate lean initiatives and practices at the lowest level of production to facilitate a culture that thrives on continuous improvement. 3.7 The contractor shall sustain the supply chain and minimize mission-critical shortages through collaborative customer and supplier relationships. 3.8 The contractor shall provide active, verifiable quality control, and audit procedures in accordance with applicable government directives. 3.9 The contractor shall develop performance-based metrics to measure mission support activities and trends. 4. Management Objective The objective of this requirement is to allow the contractor the maximum flexibility to manage the quality level of service, cost performance, schedule performance, risks, and data management elements associated with this delivery order. 5. Quality Objective The contractor shall provide a quality assurance plan that is tailored to their solution and commercial practices. 6. Conferences The contractor shall host two Program Management Reviews (per year). In addition, Technical Interchange Meetings (TIMs) shall be conducted as required, but a minimum of 4 per year, to discuss problems, supply chain management concepts, and ideas relevant to this delivery order. The contractor or government may request a TIM on as needed basis. The subject matter, location, and data shall be mutually agreeable by the government and contractor. Resulting action items shall be generated by the contractor with government concurrence and provided to government as part of monthly status report. 7.
