- NAICS Code: 5419 The U.S. EPA Air Pollution Prevention & Control Division (APPCD) requires a procurement on a sole source basis to Dr. Mort Barlaz from N.C. State University for a project concerning landfill gas as a potential pathway for the release of chemical and/or biological contaminants. This requirement will include a literature review that summarizes published data on the fate and transport of selected chemical and biological agents as applicable to landfills. Conduct of bounding calculations using equilibrium assumptions that provide estimates of the behavior of selected chemical agents in landfills, and the design of laboratory-scale experiments which will validate the bounding calculations will also be involved. EPA source research indicates that Dr. Mort Barlaz (N.C. State Univ.) is uniquely qualified to meet this requirement due to pre-existing equipment (laboratory-scale reactors) and the expertise available thru NCSU. NSCU has expertise that is internationally recognized for evaluating the decomposition of biodegradable wastes in a landfill. Dr. Barlaz has over 200 peer-reviewed journal publications in this research topic. This is not a request for quotation. However, any individual/firm believing itself capable of meeting EPA requirements may submit a technical documentation to establish the potential of complying with the requirements. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is October 31, 2003.
