- Description
- NASA/JSC has a requirement for data to evaluate the Panasonic Lithium Ion CGR18650C cell. A cell performance analysis and complete sizing analysis of the battery for the Advanced Hydraulic Power System (AHPS) upgrade per the End Item Specification for Small Cell Battery for the Orbiter Electric Auxillary Power Unit must be completed. The scope of the effort involves performance acceptance tests, electrical and thermal performance tests, and electrical, mechanical, and thermal abuse tests. The 3 main deliverables are: 1) a test report with an electrical sizing analysis; 2) a battery necessary to meet the EAPU specification; and, 3) 100 fresh cells. NASA/JSC intends to sole source the purchase from AEA Technologies, PLC in accordance with FAR part 13.106, supplies or services determined to be reasonably available from only one source. Competition is impractical because AEA Technologies, PLC has exclusive design, test, and product rights to Panasonic's Lithium Ion cell. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on October 22, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
