Description
STATEMENT OF WORK Non-Personal Services Contract for Base Education Center Computer Support Specialist 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include systems administration, network infrastructure configuration, and technical PC desktop support for the Education and Training flight offices, classrooms and test labs. The contractor will administer lab servers running Windows NT 4.0, Windows 2000, or Windows XP network operating systems and provide system support to lab clients and other users running Windows 98m Windows 4.0, Windows 2000, or Windows XP operating systems in the Education & Training Flight. 2. PERIOD OF PERFORMANCE: Contract period is Oct 2003 through 30 Sep 2004. 3. QUALIFICATIONS: Must be able to effectively communicate with professional educators, students, flight staff, and supervisors. Must be available to work evenings and meet McConnell AFB on-base access requirements. Previous experience in providing computer equipment support is a must, including knowledge of the principles, concepts, techniques, standards, processes, and guides of computer system management. Knowledge of computer-based testing for military and civilian programs, network infrastructure concepts and troubleshooting techniques for Ethernet LAN, intranet, and internet connectivity is required. Ability to use and maintain a computer system, equipment, and software is mandatory. Knowledge of software specific to education and training will be required: AFAEMS (AF Automated Education Management System); Oracle-based programs such as MILPDS, CivPDS, and ABSS; PCIII, and Microbas. 4. SPECIFIC TASKS: a. Responsible for implementing and maintaining the operation of the flight?s LAN requirements. Designs, installs, and maintains the network architecture of the computer labs, including complete classroom configuration and cabling from the PC to the communication closet. Administers the Windows-based classroom and testing room servers, personal computer, smart-boards, all multimedia components and peripherals. Troubleshoots Ethernet LAN networking and protocols. Provides technical support to include system security, user account management, printer and peripheral management, user access and connectivity to classroom LAN, intranet, and internet. Prepares and maintains up-to-date educating client requirements prior to scheduled classes. Ensures labs are fully functional and prepared in accordance with educating client requirements prior to scheduled classes. Implements, configures, updates and provides support for desktop applications. Formulates, develops and documents procedures for the solution of application and computer lab network problems. Analyzes and implements methods to automate system updates, patches, and virus signatures. Must stay current in LAN management, and with AF standards regarding hardware and software maintenance. b. Responsible for setting up and maintaining Education and Training Center personnel hardware, software and peripherals: Determine and recommend procurement of hardware and software for the organization based on optimal use of applications and business needs. Install, maintain, and administer education software programs. Implement and maintain ghosting software for classroom and end user programs and operating systems and application replication. Provide hardware and software support to systems and end users. Responds to end user requests for assistance. Interface with systems vendors regarding identified issues. Responsible for assisting education staff with escalated customer related issues troubleshooting hardware and software while using Education Center equipment and programs. c. Inventory and Security: Responsible for maintaining day-to-day computer inventory for all staff, classroom, and laboratory computers and associated peripheral equipment and coordinates changes with ADPE custodian. Prepare inventory replacement schedule for flight commander. Prepare and maintain certification and accreditation packages for all computers and servers. Manage a disaster recovery plan for the computer labs. Maintain paperwork for equipment swapped while under warranty, using hand receipts and appropriate equipment tracking procedures. Prepare paperwork and hardware for the Defense Reutilization Management Office (DRMO). Ensure virus updates are current on all unmanaged, stand-alone, and laptop computers. Maintain documentation of patches installed. 5. WORK HOURS/DAYS: The government will determine the number of units required each week and will notify the contractor with the intended schedule changes no later than 24 hours prior to the designated work unit. Units will consist of four-hour increments and generally be scheduled on weekdays (Monday through Friday) with the schedule currently set for Tuesday and Friday 0730-1130 and 1230-1630 and Thursday 0730-1130. In cases where the time exceeds 4 hours, the contractor will be paid on a prorated basis for the additional time worked. The contractor should be available to perform on an on-call basis. Units may be worked on federal holidays if required. Exact days and times of services will be determined by the government representatives in advance and may be modified according to changing program needs to accommodate additional units as required to maintain system operations. If a scheduled session must be canceled due to emergency, a 24-hour notification prior to the start of the session must be provided by the contractor. 6. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials mutually agreed upon for the fulfillment of this contract. 7. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract.
