- BASE-WIDE CUSTODIAL SERVICES: 1) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR SubPart 12-6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION TO BE ISSUED; Proposals are being requested, a copy of the complete solicitation with all applicable clauses must be requested from this office at e-mail: jerry.webb@elmendorf.af.mil or via Fax at (907) 552-7497; 2) Solicitation F65501-03-R-0072 is issued as a Request For Proposal (RFP). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. 4) The NAICS is 561720 (SIC 7349); Size Standard : $14,000,000.00.. 5) DESCRIPTION: Contractor shall provide all labor, materials, equipment, and tools necessary to perform all the requirements contained in the Statement Of Work. (SOW). Custodial Services requirement is for a Basic Year and Four Option Years. Work consists of but is not limited to: Vacuuming carpets, cleaning and disinfecting restrooms, showers, saunas/steam rooms, carpet shampooing, removing trash, dusting, cleaning walls, mirrors, windows and doors, sweeping, mopping, stripping, and waxing floors, and other general basic cleaning requirements for facilities located on Elmendorf AFB, Alaska. The end result of the performance shall be a clean, acceptable facility in accordance with the terms and specifications. Request For Proposal (RFP) is issued as a Competitive 8(a) Set-Aside pursuant to Section 8(a) of the Small Business Act. Contract award will be made to the responsive, responsible offeror whose proposal offers the Best Value to the Government. Best Value shall be determined based on an integrated assessment of each proposal in terms of Experience, Past Performance and Price Tradeoff. 6) There are no geographical restrictions. 7) The Small Business Administration (SBA) Requirement Number is 7700-03-308844. Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to the proposal due date and approved before award of a resultant contract. If contemplating a Joint Venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made ONLY when your BOS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSALS. 8) A proposal conference/site visit shall be held on 17 October 2003, 9:00 A.M., at Building 10480 22nd Street, Room 239, Elmendorf AFB, AK. 9) All responsible sources may submit a proposal, which shall be considered by the agency. Wage Determination 1994-2017 REV (28) is hereby incorporated into this solicitation. 12) This solicitation incorporates FAR 52.212-2, Evaluation of Commercial Items. Award will be based on the Best Value of Experience/Past Performance and Price. The government reserves the right to make award on the initial proposal received without discussions. 13) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I, with their offer.
