Description
This is a combined synopsis/solicitation notice in accordance with the requirements of FAR Part 12 and a written solicitation will not be issued. This is the only notification or solicitation that will be made. Interested offerors are requested to read the instructions herein, including the attached Microsoft Word file entitled "Vulnerability Assessment Statement of Work -RFQ version" located at this website www.fedbizops.gov under announcements for the Department of Treasury, Bureau of Engraving and Printing, RFQ number BEP-04-0037. (Note: early respondees logged into the FedBizOps website may experience a time lag between seeing this notice and the availability of the attached file; keep trying and it will appear). The BEP requests proposals for a Facility Security Survey and Risk Assessment. The NAICS for this procurement is 541690 and the size standard is $6 million. This procurement is issued on an unrestricted basis with regard to size standard. Performance will be at the Washington, DC and Fort Worth, TX facilities, and contractor plants. The meetings cited in the SOW will be held at the Washington, DC facility. Offerors shall provide firm-fixed prices for performance of the deliverables cited as paragraphs 7.1.a.-k. of the Statement of Work. The offerors shall indicate the number and length of trips and the number of personnel required for travel to Fort Worth, Crane and SICPA, an estimated travel budget on a not-to-exceed basis to be reimbursed as actual costs for airfare, and at U.S. Government rates for other expenses. Local travel will not be reimbursed. Proposals should not exceed more than 100, 8 1/2" x 11" pages including charts and/or attachments. If a "code orange" or "code red" security condition is applicable, call the contract specialist at 202-874-3255 prior to making any plans for delivery of proposals. Otherwise, proposals may be delivered during BEP business hours from 9 am - 4:30 pm on or prior to the due date at the employee entrance on 14th and C Streets SW on the opposite side of the street from the visitor's entrance. The courier carrying the proposal must be instructed to call the contract specialist and wait with the proposal for pickup. The BEP police officers will not accept delivery of packages and unattended packages may be subject to confiscation and destruction. Facimilie and electronic proposals may not be provided due to size limitations on the fax machine and the e-mail account's ability to handle large electronic file attachments.
