Description
The Defense Energy Support Center (DESC), in conjunction with the Naval Surface Warfare Center plan to offer the privatization of various existing applicable Electric, Fire and Potable Water, River Water Distribution and Wastewater utility systems located at Indian Head, MD, Stump Neck, MD and Carderock West Bethesda, MD. Privatization is defined as the transfer or ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s) will be selected to assume ownership of the above mentioned utility systems. The successful firm(s) will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement or Contractor Access Provision as an attachment to the RFP. The utility system(s) will be conveyed via a Quit Claim Deed upon award of the contract. The Contractor(s) proposals and plans may be incorporated in any resulting award. Past Performance information from potential Offeror's shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: Naval Surface Warfare Center, Indian Head Division (NSWC Indian Head), Indian Head, MD. Location: NSWC Indian Head is located in western Charles County, MD at Indian Head, MD, approximately 25 miles Southwest of Washington, D.C. Installation Description: The NSWC Indian Head main site has a land area of 1,970 acres, with a large number of testing laboratories and production facilities. Stump Neck Annex is approximately 1,100 acres, with a number of classrooms and training simulators. Rum Point is approximately 80 acres, enclosed by a locked fence. Bullitt Neck is approximately 47 acres, and has only one facility, the Natural Resources Education Center. a. Electrical Distribution System, Main Site: There are approximately 70 miles of overhead distribution lines, carried on approximately 2,300 utility poles. There are 81-pole and pad mounted Transformers. Potomac Electric Power Company (PEPCO) provides electrical service to NSWC Indian Head by duel 69KV overhead feeds into a disconnect at the substation, where the Navy responsibility begins. Voltage is reduced to 13.2KV, and fed to the high voltage switchgear in the Steam Plant. Average Monthly consumption, based on CY2002 data is 3,188,787 KWH. b. Water Distribution System, Main Site and Stump Neck Annex: Water is provided the Main Site of NSWC Indian Head by eight wells, with a combined capacity of approximately 1,017,000 GPD. Stump Neck has two wells, with a combined capacity of approximately 20,000 GPD. Main Site has 4-storage tanks, with a combined capacity of 650,000 gallons plus a 300,000-gallon reservoir. Stump Neck storage capacity is 250,000-gallons. Main Site distribution consists of approximately 65-miles of cast and ductile iron and PVC piping, ranging up to 14", with 21-hydrants. There are 3-pump stations, with a total of 9-pumps. Stump Neck distribution consists of approximately 9.8-miles of cast iron, galvanized, and PVC piping, with 25-hydrants. Solid chlorine feeders provide disinfection. c. River Water Distribution System, Main Site: The river water system provides NSWC Indian Head Main Site fire protection water to hydrants and sprinkler systems and raw water to the Steam Plant. Maximum pumping capacity is approximately 17,000,000GPD, with the average being slightly more than 1,000,000GPD. Distribution pressure is approximately 175 psig. There is approximately 303,400 combined lineal feet of cast and ductile iron, galvanized, and PVC pipe, ranging in size to 42". There are approximately 1,400 valves of all types, and 375-hydrants in the system. There are 2-pump stations, with 4-300HP electric driven pumps, and 2-diesel driven pumps. d. Wastewater Collection System and Sewage Treatment Plant, Main Site and Stump Neck Annex: The wastewater treatment plant treats an average daily flow of 0.2 to 0.4 MGD, with a peak capacity of 1.0 MGD. The plant includes static and mechanical bar screens, grit trap with screw lift, comminuter, flow proportioning channel with weir, influent flow meter, surge basin, anoxic chamber, lift pumps, caustic system, compactor, aeration tanks, chlorine contact chambers, sludge pumps, thickener, digesters, and drying beds, secondary clarifiers, blowers, SCADA control system, and emergency generators. Plant effluent is discharged into the Potomac River. The wastewater collection system consists of approximately 50-miles of gravity sewers and force mains. There are 21-sewage pump stations on the Main Site, and 13-sewage pump stations at Stump Neck Annex. There are 8-diesel driven generators external to the Treatment Plant. e. Electrical Distribution Systems at Stump Neck Annex, River View Housing, and Bullitt Neck: 1. The Stump Neck Annex distribution system consists of approximately 5 miles of overhead distribution lines, carried on approximately 190 utility poles, and 58-pole mounted and 6-pad mounted Transformers. Southern Maryland Electric Power Company (SMECO) provides electrical service to Stump Neck Annex through the Mason Springs substation, via an overhead 12,470 volt service to a pole on the North end of the installation. Average Monthly consumption, based on CY2002 data is 546,072 KWH. 2. The River View Housing electrical distribution system is separate and distinct from the Main Site distribution system and consists of approximately 0.92 miles of overhead distribution lines, carried on approximately 65 utility poles, with 30-pole mounted transformers. Southern Maryland Electric Power Company (SMECO) provides electrical service via an overhead 12,470 volt service. Average Monthly consumption, based on CY2002 data is 223,085 KWH. 3. The Bullitt Neck distribution system is a very small system comprised of 600 feet of secondary line, and 3-poles. Average Monthly consumption, based on CY2002 data is 958 KWH. Installation: Naval Surface Warfare Center Carderock Division ? West Bethesda (NSWCCD). Location: NSWCCD is located in Bethesda (Montgomery County), MD, approximately 12 miles Northwest of Washington, D.C. Installation Description: NSWCCD is located on approximately 186.4 acres, and includes approximately 93 Buildings with a total gross square footage of 1,730,381. Utility systems to be privatized: a. Electrical Distribution System: With the exception of one building, distribution is via underground duct banks and manhole systems. There are approximately 26,895 feet of underground distribution. The Main Substation includes 2-15MVA transformers, reducing the 69KV primary to 13.8KV feeds to 10-smaller substations; 5 of these substations distribute at 1`3.8KV, and 5 at 2.4KV. There are 36-transformers. Potomac Electric Power Company (PEPCO) provides electrical service to NSWCCD by a 69KV overhead feed into the Navy owned Main Substation. Average Monthly consumption based on year FY 2002 data is 2,509,690 KWH. b. Water Distribution System: Note: There is no treatment plant. NSWCCD has industrial, fire, and potable water systems. Only the fire and potable water systems will be privatized; the Navy will retain ownership of the industrial water system. The three systems are cross-linked, but valved off from each other. The potable water distribution system consists of 23,800 Linear Feet of iron, copper, and PVC, ranging in size from 3/4" to 12". System pressure is approximately 68 psig. The fire water system consists of 31,800 Linear Feet of ductile iron, steel, and plastic pipe ranging from 3/4" to 20", 53-hydrants, and 2-8,000GPM, 125HP auxiliary fire pumps. There are a total of approximately 53-backflow preventers, and 164-gate and butterfly valves. The Washington Suburban Sanitary Commission (WSSC) supplies the water to NSWCCD. Average Monthly consumption based on year FY 2002 data is 4,155,416 gallons. c. Waste Water Collection System: Note: There is no wastewater treatment plant. The wastewater collection system consists of 3.6 miles of gravity sewers, 1,100 feet of force mains, and 5-sewage pumping stations. The collection system is composed of a mix of vitrified clay, cast iron, PVC, and asbestos-cement pipe, ranging in size from 2" to 10". The wastewater flows offsite to the District of Columbia Water and Sewer Authority (WASA) via the Potomac River Sewer Interceptor along the Clara Barton Parkway. The average daily discharge is less than 50,000 GPD. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
