Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please read this notice completely. COMPLETE THE FOLLOWING ITEMS IN FULL AND RETURN ORIGINALS TO THE CONTRACTING OFFICE BY THE DUE DATE FOR PROPOSALS: v. contract line item- price proposal, viii. A statement of offerors ability to adhere to the timeframes as stated, x. 52.213-3, Offeror Representations and Certifications- Commercial Items (found at http://www.fedbizopps.gov/, and xiii. Offerors experience/past performance. (ii) This solicitation is a Request for Quote (RFQ) and the solicitation number is RFQ-CAZ-04-005. (iii) The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 16, effective 10/01/2003. (iv) This acquisition is 100% set-aside for small business concerns. The NAICS code for this acquisition is 334511 and the small business size standard is 750 employees or less. The estimate price range for this requirement is less than $25,000. (v) Contract line items: Airborne Lidar data/mapping collection flight of approximately 10.0 square miles, as elaborated in the Detailed requirements for the contract line item. (vi) Detailed requirements for contract line items: Provide airborne Lidar (Light Detection and Ranging) mapping data of approximately 10.0 square miles near Cheesman Lake, on the South Platte River near Deckers, Colorado. DATIS II Sensor, to match pre-fire data collected using this sensor for comparison purposes. SENSOR: Uniform point spacing distribution, Horizontal sweep, not zigzag point distribution, 1-2 meter point spacing, Absolute Lidar digital elevation model (DEM) accuracy 0.15 meter root mean square vertical (RMSE) and 0.5 meter RMSE horizontal on unobstructed ground surfaces, Flown in late October, No snow cover. OUTPUTS NEEDED: Ground surface data derived from last return Lidar data, Up to 5 elevation returns per pulse, Up to 5 intensity returns per pulse, Scan angle, Nadir angle, GPS time, Pulse index, Total number of returns, Classification value. (vii) To be flown in late October, 2003 per detailed requirements listed above. Actual flight date will be negotiated at time of contract award. (viii) The provision found at 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. (ix) The provision found at 52.212-2, Evaluation- Commercial Items, applies to this contract. The specific evaluation criteria are as follows: adherence to the contract line items including the detailed requirements and timeframes, compatibility of the end product with those from earlier acquisitions or from existing data, past performance/technical ability, and price competitiveness. (x) A completed copy of the provision found at 52.213-3, Offeror Representations and Certifications- Commercial Items, must be included with the offeror?s proposal in order for it to be valid. (xi) The clause found at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. (xii) Not applicable. (xiii) In order to be responsive offerors must submit information regarding their technical ability and past performance/expertise, which is similar to the requirement being solicited. This acquisition is contingent upon fiscal year 2004 funding. (xiv) Not applicable. (xv) The following Numbered Notes are applicable to this acquisition: 01.
