Description
The Centers for Disease Control and Prevention is contemplating the award of a contract on a Sole Source basis to Aids Research Consortium of Atlanta (ARCA) in accordance with FAR Part 6.302-1(b). The basis for this contemplation is that only one responsible source and no other services will satisfy agency requirements. The requirement is as follows: The contractor shall provide trained medical records abstractors who are experienced in working with confidential data and knowledgeable of the HIV/AIDS case definition of 1993 and the clinical course of HIV/AIDS, including opportunistic infections indicative of AIDS, treatment regimens and laboratory tests specific to HIV/AIDS or associated opportunistic infections. To preserve the continuity of initial and interval abstractions obtained over the past ten years, the contractor will maintain or establish relationships with the Veteran's Administration Medical Center, the Grady Health Care System, and at least fifteen (15) large private physician practices that specialize in the medical management of HIV/AIDS patients. This relationship must provide access to HIV/AIDS medical records by the abstractors. The contractor shall further provide and maintain an operational research database of 8,000 to 10,000 HIV/AIDS patients. The anticipated performance period is from January 1, 2004 through July 30, 2004 with a one year option period. It is believed that ARCA possesses the capability and is uniquely qualifed to perform this study due to the fact that the contractor has successfully developed and maintained an historical database containing specified data elements dating back to 1990. All responsible sources that feel they should be considered qualified to provide the above services may submit a response by October 22, 2003. See Note 22.
