- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format listed in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-04-Q-0002 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. This acquisition is reserved for small businesses. The NAICS code for this acquisition is 315999. McConnell AFB, KS plans to acquire the following items: LINE ITEM 0001, Armor, Soft Body, for use by aircrew and ground crew members deploying worldwide. Must integrate with Air Ace Survival vest, Counter Force survival vest, SRU-21/P survival vest and the Ace Arrest Rescue, Restraint, and Recovery Harness. Must be certified to the Level IIIA protection level as defined by NIH Standar-0101.03. Armor vest should additionally meet the requirements set forth in MIL-STD-662E for V50BL(P) fragmentation. Armor will be constructed from non-woven, unidirectional aramid fiber, composite ballistic material having an areal density not to exceed 1.2 pounds per square foot. Material must be inherently waterproof, buoyant (vest must float), hermetically-sealed, and resistant to UV light degradation. Armor material must be covered with lightweight fabric in panel from. Armor panels must be removable and covered in fire retardant, washable fabric. One-size-fits-all construction with shoulder and side protection. Silent, quick release SnapTrack adjustment fasteners at the waist and shoulders allow vest to be adjusted for snug fit. Panel covers must have sewn in pockets allowing for the addition of soft trauma packs, or ceramic or other armor plates for additional protection up to NIJ Level IV. All carriers must be fire retardant to FAR 25.853 and NFPA 701. Color Terra. MFG: Survival Inc. Model Defense Force, MFG P/N: BA-2P/3A-RD2, Quantity 987; OR EQUAL. The following provisions in their latest editions apply to this solicitation: FAR 52.211-6 Brand Name or Equal; FAR 52.212-1 Instructions To Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All quotes will be evaluated on price, delivery and technical requirements. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit with your quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will award a contract to the responsible offeror whose offer is confirming to the solicitation and will be most advantageous to the Government.
