Description
NA Sources Sought- This is not a request for proposals. Defense Contracting Command-Washington on behalf of the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs (OASA(M&RA) is conducting a market survey in accordance with FAR Part 10.001 to determine the extent of Small Business parti cipation and capability to perform a requirement to obtain a wide range of Human Resources (HR) services in accordance with Federal law and Army regulations and policies. The NAICS code is 541612, the size standard is $6 million dollars. Small Business contractors are encouraged to comment on the four statements of work (SOW) which can be found at http://dccw.hqda.pentagon.mil/services/sole.htm. The intent is to issue four solicitations with the award of four separate contracts for the following segments: Personnel Services and Support; Recruitment and Retention; Studies and Analysis; and Administ rative Support. The requirement is for five years: 1 year base with four, one-year options. Capability statements should include a brief description of your experience and that of your potential subcontractors (if available) as related to this type work and your capability to obtain the necessary resources. The planned Request for Proposals (RFP??????s) are as follows: (1) Personnel Services and Support which will include support to Army civilian HR offices performing functions such as recruitment, empl oyee relations, performance evaluations, classification and selection, and support to a wide range of transition activities which includes support to Well-Being programs, transition counseling, transition records and forms maintenance transition workshops, transition library and mail operations, transition help desk operations, administration, and IT support. This requirement will require OCONUS as well as CONUS locations. See SOW. (2) Recruitment and Retention includes support to program operation and a ssessment, personnel, processing, tracking and general administrative needs, information handling, counseling training and credentialing. This requirement will require OCONUS as well as CONUS locations. See SOW. (3) Studies and Analysis includes support t o and analysis of broad systems such as information technology, manpower, maintenance, programs, logistics, training, planning, budget, audit, and business, consulting and support to boards. See SOW. (4) Administrative Support is planned as a 100% small b usiness set-aside includes support to document creation and analysis, facility organizational and data analysis and management, training, meeting, record keeping, logistics and property management, marketing analysis, and general administrative support. Se e SOW. NOTE: The four segments will not be broken out into smaller segments; the potential offerors must be able to perform the entire segment. Small Business teaming arrangements are encouraged.
