Description
NA The Corps of Engineers has a need in the future for a contract for Replacement of Locks, Charleroi Locks and Dam, Monongahela River, Pennsylvania. A Draft Request for Proposal is being issued to provide an opportunity for industry to comment. The work consists of the construction of twin 84 ft x 720 ft lock chambers. Additional work shall include construction of a lock operations control tower, fabrication and erection of new foot bridges, construction and installation of a precast concrete floating gua rd wall, fabrication and installation of miter gates, bulkheads, valves and operating equipment, furnishing temporary power to the Locks and Dam during construction, and miscellaneous lock features. Concrete batching shall be conducted at a Government furn ished site on the left bank (descending) of the river just downstream of the left abutment of the Charleroi Dam. In addition to work at the locks, this contract shall include the refurbishment of the existing elevator at the Dam. Stilling basin stabilizati on extension work shall be conducted downstream of the Charleroi Dam. Dredging and underwater excavation activities shall be performed for the construction of the new lock chambers and shall also be conducted at various locations upstream and downstream of the dam and in the upstream and downstream approaches to the lock chambers. Disposal activities shall be performed at a Government furnished site (Victory Hollow Disposal Site) located in the Victory Hills area of Washington County, 34.5 river miles upst ream of the Point in Pittsburgh, or approximately 7 miles downstream of Charleroi Locks and Dam. Portions of the concrete rubble from demolition of existing lock wall concrete shall be used to construct underwater habitat for fish (fish reefs) at approxima tely 67 locations between Lock and Dam 3 in Elizabeth, PA, and Charleroi Locks and Dam. Streambank stabilization measures shall be performed on the left and right banks of the Monongahela River immediately upstream of Charleroi Locks and Dam. Other work co nsists of constructing 2 mooring cells in the river within a mile downstream of Charleroi Locks and Dam, and erecting Government furnished waterway critical signs at various locations upstream and downstream of Charleroi Locks and Dam. Magnitude of the pr oject is between $250,000,000 and $500,000,000. In accordance with FAR 15.101-1, the source selection method for this procurement will be by the Best Value Tradeoff Process, wherein Contractors will submit both technical and price proposals. Award may be made to other than the lowest priced offer based on an evaluation of the proposals against the evaluation criteria outlined in the Request for Proposal. The draft plans and specifications will be provided on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a printed hard copy format. The CD's will be available approximately 20 October 2003. Requests for the CD will not be honored by telephone; Requests must be made in writing or faxed to 412-644 -5109. The request should include the Request for Proposal Number W911WN-04-R-0001. The Pittsburgh District invites potential offerors to comment on all aspects of the draft request for proposal. Additional guidance will be included with the Draft RFP. Comments will be used by the Pittsburgh District as appropriate to finalize the plans and specifications. The District will not provide responses back to comments as part of this draft request for proposal. The information contained in this synopsis and the draft request for proposal is accurate at the time of release and subject to change as the final plans and specifications are completed. The formal Request for Proposal is currently scheduled to be issued approximately March 2004.
