Description
The US Environmental Protection Agency has a requirement for support services for the libraries/information facilities of the Environmental Protection Agency (EPA) and the National Institutes of Environmental Health Sciences (NIEHS) in Research Triangle Park (RTP), North Carolina. A cost contract type is contemplated, but the contract type will be negotiable. EPA and NIEHS maintain independent technical library/information facilities at their separate RTP sites. The EPA library contains approximately 475 journals, 4,000 books, 12,000 paper documents, and 150,000 microfiche documents. The NIEHS facility maintains approximately 500 journals and 25,000 volumes. Approximately 17,160 hours for the base year and 17,160 hours for subsequent option years are contemplated for the combined locations, with an optional increased quantity of 12,480 hours for each contract year. The library/information services to be provided range from the professional to the clerical and will be performed on-site at both facilities. Tasks include serials handling, circulation, support for acquisition of library materials, classification and processing of materials, shelving and filing, reference assistance, interlibrary loan, photocopying, document release and referral services, producing records and statistical reports, computing assistance, and recommendations for improving the libraries procedures. All materials and equipment necessary for performance will be furnished by the government. The applicable NAICS code is 519120 with a size standard of $6,000,000 in average annual revenue. EPA has determined that this solicitation will be processed on a full and open competitive basis. This requirement is a follow-on to contract number 68-D-99-089 with University of North Carolina Chapel Hill. It is anticipated that the contract will have an effective date of 10/01/04. The award will contain a 12 month base period of performance and four 12 month option periods. RFP No. PR-NC-03-10269 will be issued approximately 11/03/2003. No further synopses will be issued. Proposals will be due 30 calendar days after the RFP is issued. Offerors will be evaluated based upon both technical and price/cost factors. Offerors must be able to provide personnel with education and/or experience in technical library information services. The solicitation and any subsequent amendments will be available via the World Wide Web at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. Telephone and Fax requests will not be honored. It will be the offeror's responsibility to frequently check the same site where the solicitation is posted for any amendments.
