- WRITTEN EXPRESSIONS OF INTEREST IN CONSTRUCTION EXCELLENCE FOR CONSTRUCTION OF THE NEW US COURTHOUSE, JACKSON, MS-GS-04P-03-EXC-0068. The General Services Administration (GSA) announces an opportunity for Construction Excellence in public construction and is presently soliciting written expressions of interest and assurance of bonding capacity letters from qualified general contractors (GC) desiring to compete in the procurement process for the subject construction project. GSA intends to contract for pre-construction and complete construction services for a new U.S. Courthouse in Jackson, Mississippi with the GC that offers the best overall value to the Government by demonstrating a commitment to construction excellence, providing and maintaining a viable team organization and by adherence to the budgetary and time parameters for this project. The Government will utilize the Source Selection process in accordance with FAR Part 15.1 Best Value Continuum, FAR Part 15.101 and the Tradeoff process FAR Part 15.101-1 to select the GC that offers the best overall value. The proposed site selected by the Government for the new United States Courthouse will be in the Central Business District of Jackson, Mississippi. The facility will include approximately 39,479 gross square meters (424,952 gross square feet) including 68 secure (inside) parking spaces and 97 on-grade parking spaces. The facility will be occupied by the U.S. 5th Circuit District Court, Magistrate Court, District Clerk of Court, Bankruptcy Court, U.S. Probation, the U.S. Attorney's, Circuit Library, Senate, the U.S. Marshals Service, and GSA. The estimated total construction cost for the project is $88,000,000. This procurement is advertised on an unrestricted basis. The North American Industry Classification System Code (NAICS) for this procurement is 233220. The project will be in Metric Units of Measure. Utilizing FAR Part 15 and formal Source Selection procedures the GC will be competitively chosen. The Trade-Off process at FAR Part 15.101 allows award to other than the lowest priced proposal therefore, offerors are encouraged to submit all proposals on their best terms possible, as it is the Governments intent to make award without discussion in accordance with FAR Part 15.206 (3). Qualified offerors electing to participate in the name of newly formed partnerships, corporations, joint ventures and/or any other business entity or arrangement will be required to provide the Government with legal proof of union upon submission. Under this procedure all technical factors, when combined are significantly more importance that cost or price (iaw) FAR Part 15.101 -a (2), thereby magnifying the important of each offerors past and present stated ability to perform at a very high rate of technical competence. The procurement process is structured in two Stages. STAGE I- In order to become eligible to compete for the award, qualified GC's must within 30 days of the publication of this notice or no later Close Of Business (COB) November 4, 2003, submit a one page letter of interest (include an address and point of contact that you wish the subsequent RFP package to be mailed) along with a letter from a bonding corporate surety, on their (the surety's) letterhead, certifying their ability to obtain bonding capacity commensurate with the Estimated Construction Cost of at least $88,000,000 (Ceiling Price). The proposal Corporate sureties offered must appear on the list contained in the Department of Treasury Circular 570 "Companies Holding Certificates of Authority as Acceptable Reinsuring Companies or Acceptability of Individual Sureties" in accordance with FAR Part 28.202 and 203. These two letters (letter of interest and bonding) must be submitted to the attention of Bernice Jackson, Contracting Officer, General Services Administration, Property Development Division, 25th Floor, 401 West Peachtree Street, N.W-Atlanta, Georgia 30308-again, no later than COB November 4, 2003. Late and/or incomplete submissions for all stages will be handled in accordance with FAR Part 52.214-7, which may render an offeror ineligible for further participation. STAGE-II-Offerors successfully responding accordingly to the Stage I requirements will be forwarded a Request For Proposal (RFP) package requesting both technical and price proposal (based on approximately 25% to 35% A-E design documents) to be submitted each under separate cover and in the requested format. Technical data shall be submitted in an 8-1/2" x 11" spiral bound format that chronologically responds to the following five (5) evaluation factors: (1) Past Performance on same or similar projects (2) Past Experience on same or similar projects. (3) Offeror's proposed approach for successful and meaningful participation and performance during the design phase (4) Experience and Qualification of Key Personnel of the Prime as well as major Subcontractors (i.e. Mechanical, Electrical, Structural, etc.); (5) Management Plan and Technical Approach, to include management of extended overhead, and a method of tracking and controlling project cost. Following the evaluation and scoring of the technical and price data, the SSEB will recommend an offeror for award to the Source Selection Authority (SSA). The selected GC will be required to provide pre-construction services and will assist the Government and it's Architect-Engineer in the design process through 100% design completion for a negotiated fee. The Government will then negotiate a final price with respect to the ceiling price at 100% design completion. As a result of this effort, the Government anticipates the award of a Firm Fixed Price contract. The RFP package will also contain information relevant to the date, time and place of a site visit, pre-proposal conference and a Socio-Economic Program Meeting (networking session), which will be scheduled to entertain inquiries concerning the scope of work and related issues. The networking session will allow for the marketing and exchange of information with small businesses with potential prime contractors to facilitate marketing opportunities, business ventures and or teaming arrangements. The Government will also require the submission of a Subcontracting Plan pursuant to FAR Part 19.705-4 with Stage II price proposal submission from each large business encompassing the Socio-Economic Program goals: Total Small Businesses (50%), Small Disadvantaged Businesses (12%), Small Women-Owned Businesses (5%), Service-Disabled Veteran (3%) and HubZone (3%). Failure to submit this plan in conjunction with Stage II submissions may render the offer non-responsive. All correspondence in response to this announcement must clearly indicate the solicitation number GS-04P-03-EXC-0068 on the face of the envelope. Noncompliance with the established time frames for any and all submissions will be handled in accordance with FAR Part 15.215-1 and may result in the offeror's disqualification from further participation in this procurement. Electronic transmissions and faxes are not permitted for proposal submissions at any stage of this process. Funding of the actual construction portion of the contract is based on availability of funds.
